Abstract
ABSTRACT Problem/Background (GAP): (Contains the background behind the research). The Covid-19 pandemic, has caused the number of poor people to continue to grow, this also affects the number of homeless people and beggars whose presence will disrupt peace and public order. Based on Regent Regulation No. 49 of 2019 concerning Technical Guidelines for Optimizing Homeless Social Services and Beggars Based on the Referral System Model (Camp Assessment), the Civil Service Police Unit(Satpol PP) and the Social Service have an obligation to handle homeless and beggars. Purpose: To find out how the role of Satpol PP and the Social Service in dealing with sprawl and what are the obstacles and solutions to these factors. Method: The research method used is descriptive qualitative, using primary data sources and secondary data sources. In determining the informants, researchers used purposive sampling and snowball sampling. Data collected through technical interviews, observations and documents. Then the data that has been collected by the researcher is analyzed using data reduction, presentation and data verification. Results: Based on the results of the study, it can be concluded that the Satpol PP and the Social Service basedon Perbup No.49 of 2019 have carried out their roles, but there are factors that hinder the implementation of these roles so that they are not carried out optimally. This is caused by several obstacles, starting from the unavailability of budget, facilities to obstacles that come from the flats themselves. Conclusion: The Satpol PP and the Social Service have done their best to carry out their roles in accordance with existing regulations but there are still some things that have not been implemented optimally. Therefore, it is hoped that the Regional Government can put more focus on flats, propose additional budgets, make a routine schedule of outreach activities as well as the addition of facilities and infrastructure that support sprawl handling activities. Keywords: Role, Satpol PP, Social Service, Homeless and beggars ABSTRAK Permasalahan/Latar Belakang (GAP): Pandemi Covid-19 menyebabkan jumlah penduduk miskin terus bertambah, hal ini juga mempengaruhi jumlah gelandangan dan pengemis yang keberadaanya akan mengganggu ketentraman dan ketertiban umum. Berdasarkan Peraturan Bupati No. 49 Tahun 2019 tentang Pedoman Teknis Optimalisasi Pelayanan Sosial Gelandangan dan Pengemis Berbasis Model Sistem Rujukan (Camp 2 Assesment), Satuan Polisi Pamong Praja (Satpol PP) dan Dinas Sosial memiliki kewajiban melakukan penanganan terhadap gelandangan dan pengemis. Tujuan: Mengetahui bagaimana peran Satpol PP dan Dinas Sosial dalam menangani gepeng serta apa saja yang menjadi penghambat serta solusi dari faktor tersebut. Metode : Metode penelitian yang digunakan adalah kualitatif deskripstif, dengan menggunakan sumber data primer dan sumber data sekunder. Dalam menentukan informan peneliti menggunakan Purposive Sampling dan Snowball Sampling. Data yang dikumpulkan melalui teknis wawancara, observasi dan dokumen. Kemudian data yang telah dikumpulkaan peneliti analisis menggunakan reduksi data, sajian dan verifikasi data. Hasil/Temuan: Berdasarkan hasil penelitian, dapat disimpulkan bahwa Satpol PP dan Dinas Sosial berdasarkan Perbup No.49 tahun 2019 telah melaksanakannya perannya, tetapi terdapat faktor yang menghambat jalannya peran tersebut sehingga tidak dijalankan secara oprimal. Hal tersebut disebabkan oleh beberaa hambatan, dimulai dai tidak teersedianya anggaran, fasilitas hingga hambatan yang bersumber dari gepeng sendiri. Kesimpulan: Satpol PP dan Dinas Sosial sudah sebaik mungkin melaksanakan peran sesuai dengan peraturan yang ada tetapi masih terdapat beberapa hal yang belum dilaksanakan secara maksimal. Maka dari itu diharapkan kepada Pemerintah Daerah agar dapat menaruh fokus lebih terhadap gepeng, mengajukan penambahan anggaran, membuat jadwal rutin kegiatan penjangkauan serta penambahan sarana dan prasaran yang menunjang kegiatan penanganan gepeng.
