Abstract

This government applied research study aims to understand how the form and description of implementation policies, obstacles and constraints in it, and how the efforts made by the apparatus in overcoming the problem of placing Civil Servants in the Organizational Section of the Regional Secretariat of Sorong City. To find out, analyze, and describe as well as find out the obstacles and efforts made to overcome obstacles in the process of implementing Job Analysis in the Placement of Civil Servants at the Regional Secretariat of Sorong City, West Papua Province. This research is a qualitative research using descriptive research methods and an inductive approach. Meanwhile, the technique used to collect data is to use interview techniques, observation techniques, and documentation techniques. While the data analysis techniques used in this research are data reduction, data presentation, and drawing conclusions. The results showed that the Implementation of Position Analysis in the Placement of Civil Servants in the Organizational Section of the Sorong City Regional Secretariat had not been carried out optimally. The conclusion from this government applied research study is that the implementation of job analysis policies is still not fully running optimally, especially in the placement of Civil Servants because it was found that there were several positios that were not in accordance with their expertise and areas of competence. Problems of factors that hinder this policy are the lack of quantity and quality of Apparatus Human Resources, lack of clear information on job requirements, and the participationof other parties in the application of the results of job analysis to the placement of Civil Servants. Meanwhile, efforts that can be made to overcome this problem are by increasing coordination and communication between employees and the authorities, increasing employee competence through education and training programs, and increasing supervision and evaluation in policy implementation.
