Abstract
Problem Statement/Background (GAP): The author focuses on the extent to which marine and fisheries business actors get the benefits of protection from the KUSUKA card. Purpose: The purpose of this study is to analyze the implementation of the KUSUKA card policy in Sorong Regency, West Papua Province. Methods: This study uses descriptive qualitative methods with an inductive approach and analysis of the implementation theory of Donald Van Metter and Carl Horn. Data collection techniques using in-depth interviews (8 informants), documentation and observation. Results/Findings: Low communication from policy implementers in providing socialization to marine and fisheries business actors about the benefits of the KUSUKA card. Conclusion: That the implementation of the KUSUKA card policy in Sorong Regency, West Papua Province has not been optimal, as evidenced by the results obtained, many marine and fisheries business actors have not benefited from the existence of the KUSUKA Card due to the lack of communication by policy implementers to attract marine and fisheries business actors in the insurance program.
