Abstract
ABSTRACT Problem statement/background (GAP): instead this study is to find out and describe how effective theenforcement of the new normal by civil service police units in Kupang City is by looking for 3 (three) problem formulations, namely how the level of effectiveness is, how the obstacles are experienced, and how the efforts have been made. By using the theory of effectiveness according to Duncan, namely the achievement of goals, integration and adaptation. The purpose: to knowing the effectivity of new normal by civil service police in kupang city.Method: The research method used is a qualitative method with a descriptive approach. The research informants were 16 (sixteen) people who were selected through purposive sampling and random simple sampling. Data collection techniques in this study were through in-depth interviews, questionnaires (questionnaires), observation, and documentation.results: The result of this study indicate that the effectiveness of the enforcement of the new normal by the civil service police unit in Kupang City has been running as well as possible. This is evidenced by the fact that theCity of Kupang managed to get out of the black zone of covid-19 and the number of Covid-19 reductions also managed to drop significantly. Conlusion: in the application of the new normal regulation, the civil service police unit of kupang city managed to do it effectively, this can be seen from the decrease in the number of violators during the enforcement of the regulation. not only giving warnings but also providing examples. With this, the civil service polce unit also prioritzes good communication. it is hoped that the community will obey and establish good communication between the government and the community. The suggestion from the researcher is that the civil service police unit can maintain what has been done and complete the facilities and infrastructure that support community effectiveness, such as providing free masks, free hand sanitizer to the community.
