Abstract
ABSTRACT Problem Statement/Background (GAP): Garbage is one of the crucial problems in society. The increase in population is directly proportional to the increase in community activities causing a lot of waste to be generated. The existence of local regulations that prohibit waste disposal does not prevent people from disposing of waste improperly. Purpose: This study aims to determine the supervisory function of the Civil Service Police Unit in Enforcement of Regional Regulation No. 02 regarding waste management in Bengkulu City and the factors that hinder the monitoring function from being carried out. Method: The method used is descriptive research with a qualitative approach. Data collection techniques used are interviews, observation, and documentation. Data through data reduction analysis, data presentation and conclusion drawing/verification. Result: The results of the research on the supervisory function of the Civil Service Police Unit in the Enforcement of Regional Regulation Number 02 regarding waste management in Bengkulu City showed that the target was achieved up to 85%. Supervision is carried out by involving various parties by forming a supervisory team to overcome violations that often occur. Conclusion: The supervisory function of the Civil Service Police Unit in Enforcement of Regional Regulation No. 02 regarding waste management in Bengkulu City has been running well but not 100% of the existing TPS liars have been reduced. Lack of public awareness, lack of facilities and infrastructure as well as personnel of the Civil Service Police Unit and a limited budget are factors that hinder the functioning of the Civil Service Police Unit's supervisory function in enforcing regional regulations. The suggestions given by the author are to socialize local regulations that apply continuously, recruit Civil Service Police Unit personnel, carry out monitoring and supervision outside of active surveillance operations, carry out physical and mental development of Civil Service Police Unit personnel, and submit submissions in the procurement of facilities and equipment infrastructure.
