Abstract
Problem Statement/Background (GAP): At this time, in the city of Pontianak, boarding house businesses have mushroomed everywhere. This boarding house business is most in demand by many people because of the large number of newcomers in the city of Pontianak. However, the growing number of boarding houses in the city of Pontianak, the more misuse of boarding houses for their allotment. Therefore, the Pontianak City Government issuedthe Pontianak City Regional Regulation No. 11 of 2019 concerning Public Order. In it's own regional regulations have regulated the prohibition of abuse of boarding houses. For the implementation of this policing, it is carried out by the Pontianak CityCivil Service Police Unit (Satpol PP). Purpose: This research is entitled Implementation of Boarding House Control Policy by the Civil Service Police Unit of Pontianak City, West Kalimantan province. This studyaims to determine and analyze the implementation of boarding house control policies in Pontianak City as well as the inhibiting and supporting factors for implementing the policy. Methods: This research is a qualitative research using descriptive method through an inductive approach, with data collection techniques in the form of interviews, observations, and documentation. Results: The results of this study indicate that the Pontianak City Satpol PP has implemented the boarding house control policy in Pontianak City quite well. Conclusion: Coordination between stakeholders and infrastructure also greatly supports the implementation of this policy and does not escape the support of local government political elites. The obstacle is the implementation of controlling using vehicles that are still limited, in this case it is difficult for members of the Satpol PP to raid boardinghouses that are entered in small alleys. And in the conduct of the raids, there were stillmany cases of refusal by the owner or occupant of the Boarding house, of course this made it difficult for the Satpol PP to raid the boarding house because there was a refusal.
