Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the effectiveness of the Civil Service Police Unit (Satpol PP) in dealing with people who still violate health protocols a lot during the Covid 19 pandemic. Purpose: The purpose of this study is to get an overview of the effectiveness of preventing the spread of Covid 19 carried out by The Satpol PP in Kebumen Regency, knows the inhibiting and supporting factors in the enforcement of health protocols, and knows the efforts made by the Satpol PP in preventing the spread of covid 19. Method: This study uses a qualitative descriptive analysis method with an inductive approach. Using Duncan's theory of Street which is based on three variables, namely (1) Goal Achievement, (2) Integration, and (3) Adaptation Data collection uses three research tools, namely interviews, observation, and analysis. Result: The results obtained by the author in this study are that the Covid prevention activities carried out by the Kebumen Regency Satpol PP are quite good, although not optimal due to several obstacles, causing the results in controlling not to be good. Conclusion: The spread of Covid 19 in Kebumen Regency is as follows: (1) Activities to prevent the spread of covid 19 by the Satpol PP of Kebumen Regency have not been maximized, (2) Public awareness of the dangers of covid 19 in Kebumen Regency is still low, (3) Sanctions in the Regulations The Regent of Kebumen Number 19 of 2022 does not provide a deterrent effect for violators, (3) Inadequate socialization (4) Limited infrastructure. Supporting Factors for Preventing the Spread of Covid 19 in Kebumen Regency (1) Prevention activities are carried out routinely every day, (2) Humanist and coherent communication to the community, (3) Implementation is carried out by dividing the work between regions and agencies. Keywords: Satpol PP, Covid 19, Effectiveness, Prevention ABSTRAK Permasalahan/Latar Belakang : Penulis berfokus pada keefektivitasan Satuan Polisi Pamong Praja (Satpol PP) dalam menghadapi masyarakat yang masih banyak melanggar protokol kesehatan selama pandemi Covid 19. Tujuan: Tujuan dari penelitian ini adalah untuk mendapatkan gambaran mengenai keefektivitasan pencegahan penyebaran Covid 19 yang dilakukan oleh Satpol PP di Kabupaten 2 Kebumen, mengetahui faktor-faktor penghambat dan pendukung dalam penegakan protokol kesehatan, dan mengetahui upaya yang dilakukan Satpol PP dalam pencegahan penyebaran covid 19. Metode: Penelitian ini menggunakan metode analisis deskrtiptif kualitatif dengan pendekatan induktif. Menggunakan teori Duncan dari Street yang dilakukan berdasarkan tiga variable yaitu (1) Pencapaian Tujuan, (2) Integrasi, dan (3) Adaptasi Pengumpulan data menggunakan tiga alat penelitian, yakni wawancara, observasi, dan analisis. Hasil/Temuan: Hasil yang diperoleh penulis dalam penelitian ini yaitu kegiatan pencegahan covid yang dilakukan oleh Satpol PP Kabupaten Kebumen sudah cukup baik meskipun belum maksimal karena adanya beberapa kendala sehingga menyebabkan hasil dalam penertiban belum baik. Kesimpulan: Penyebaran Covid 19 di Kabupaten Kebumen adalah sebagai berikut : (1) Kegiatan pencegahan penyebaran covid 19 oleh Satpol PP Kabupaten Kebumen belum maksimal, (2) Kesadaran masyarakat terhadap bahaya covid 19 di Kabupaten Kebumen masih rendah, (3) Sanksi yang dalam Peraturan Bupati Kebumen Nomor 19 Tahun 2022 tidak memberikan efek jera bagi para pelanggar, (3) Sosialisasi yang kurang masimal (4) Keterbatasan sarana prasarana. Faktor Pendukung Pencegahan Penyebaran Covid 19 di Kabupaten Kebumen (1) Kegiatan pencegahan dilakukan rutin setiap hari, (2) Komunikasi yang humanis dan koherensi kepada masyarakat, (3) Pelaksanaan dilakukan dengan pembagian kerja yang dibagi antar wilayah dan instansi.
