Abstract
The author focuses on the frequent occurrence of delays in conducting business permits for the community because the licensing process is still manual which results in many queues and interferes with other activities of the community/business actors. Purpose: The purpose of this study is to find out how the implementation of business licensing in the city of Pangandaran through the OSS run by the DPMPTSP of Pangkalpinang City. Methods: This study uses a descriptive qualitative method with an inductive approach and analysis of the Implementation theory from George C. Edward and the ASOCA theory from Ermaya Suradinata. Data collection techniques using in-depth interviews (7 informants), documentation and observation. Results/Findings: lack of public acceptance of the OSS application, lack of understanding of the community in using the OSS application and unsupported infrastructure such as offices and the wifi network used. Conclusion: Implementation of service policies related to online service system innovation or ONLINE SINGLE SUBMISSION (OSS) in business licensing by the Pangkalpinang City Investment and One Stop Integrated Service (DPMPTSP) in improving the quality of public services can be categorized as quite good, related to the implementation of public services online based. Although it has several obstacles, the government's efforts to overcome them are improving the quality of public services, namely in the form of conducting ongoing socialization to the community so that the public can find out about the existence of the OSS application.
