Abstract
ABSTRACT Problem Statement/background (GAP): According to the data from BPS, the poverty rate of Aceh Besar is twice as high than Banda Aceh City, even though the location of these two districts is next to each other. Therefore, the Regent of Aceh Besar issued Program Aceh Besar Sejahtera with the aim to overcoming and reducing the burden of spending for the poor family in Aceh Besar. Purpose: The purpose of this study was to find out how the implementation of Program Aceh Besar Sejahtera (Pro-Abes) in the provision of family-based social assistance by the Pro-Abes Sub-district Assistance Team to overcome the problem of poverty in Kuta Baro sub-district, the obstacles and solutions issued, and the impact to the society from the implementation of Pro-Abes in Kuta Baro sub-district. Method: This research was conducted using qualitative research methods with data collection techniques through interviews, observation, and documentation. Result: The results of this study indicate that the implementation of the Program Aceh Besar Sejahtera in Kuta Baro sub-district has not run optimally, due to lack of communication, lack of number of implementers, delays in disbursement of funds, and there are still have several obstacles in the implementation. Conclusion: implementation of the Program Aceh Besar Sejahtera in Kuta Baro sub-district has not run optimally because there are still have several obstacles in the implementation. These obstacles are include the Covid-19 Pandemic, lack of coordination, social jealousy, wide area, gampong assistance team were not available, and the changes of conventional banks system to sharia bank system. The solutions to deal with this are: monitoring KPM, fostering the assistance team, provide understanding to the public, appointing the chief executive at the gampong level and transferring the KPM savings book as a whole. The objectives of implementing this program is to reduce the burden of spending for the poor family has been achieved. The problem of poverty experienced by most of the people of Kuta Baro has been resolved, but has not been able to reduce the property rate in the sub-district of Kuta Baro as a whole. Keywords: Implementation; Aceh Besar Sejahtera Program (Pro-Abes); Beneficiary Families (KPM) ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada data Badan pusat statistik (BPS) yang menunjukan bahwa tingkat kemiskinan Kabupaten Aceh Besar dua kali lipat lebih tinggi dari pada Kota Banda Aceh, padahal letak keduanya berdampingan. Oleh karena itu Bupati Aceh Besar mengeluarkan Program Aceh Besar Sejahtera dengan tujuan untuk mengatasi dan mengurangi beban pengeluaran masyarakat miskin di Aceh Besar. Tujuan: Tujuan penelitian ini adalah untuk mengetahui bagaimana implementasi Pro-Abes dalam pemberian bantuan sosial berbasis keluarga oleh Tim Pendamping Kecamatan Pro-Abes untuk mengatasi masalah kemiskinan di Kecamatan Kuta Baro, hambatan dan solusi yang dikeluarkan, serta dampak yang dirasakan masyarakat dari pelaksanaan Pro-Abes di Kecamatan Kuta Baro. Metode: Penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa implementasi Program Aceh Besar Sejahtera di Kecamatan Kuta Baro belum berjalan optimal, karena kurangnya komunikasi, kurangnya jumlah pelaksana, adanya keterlambatan pencairan dana, serta masih terdapat beberapa kendala dan hambatan dalam pelaksanaannya. Kesimpulan: Implementasi Program Aceh Besar Sejahtera di Kecamatan Kuta Baro belum berjalan optimal karena masih terdapat beberapa kendala dan hamabatan dalam pelaksanaannya. Hambatan tersebut diantaranya adalah adanya Pandemi Covid-19, kurangnya koordinasi, kecemburuan sosial, luas wilayah, belum tersedia tim pendamping gampong, dan pergantian bank konvensional menjadi bank syariah. Solusi yang dikeluarkan untuk menangani hal ini adalah pemantauan KPM, pembinaan tim pendamping, memberi pengertian kepada masyarakat, menunjuk ketua pelaksana tingkat gampong, dan pemindahan buku tabungan KPM secara keseluruhan. Tujuan pelaksanaan program untuk mengurangi beban pengeluaran masyarakat miskin telah tercapai. Masalah kemiskinan yang dialami masyarakat sebagian besar sudah teratasi, namun belum mampu mengurangi angka kemiskinan di Kecamatan Kuta Baro secara menyeluruh.
