Abstract
ABSTRACT Problem Statement/Background (GAP): The number of Covid-19 cases which are considered to have decreased is not in line with the number of violations that are still being carried out and found by the Satpol PP apparatus in enforcing PPKM according to applicable regulations, has classified Karawang Regency as level 2. The author focuses on the problem of Evaluation of the Performance Satpol PP in PPKM in the Kabupaten Karawang. Purpose: This study aims to evaluate the performance of Satpol PP , explain the efforts of Satpol PP in optimizing performance during enforcing PPKM, and describe the inhibitory factors of Satpol PP in implementing PPKM. Method: This type of research is qualitative descriptive with evaluative—data collection techniques through interviews, observations, and documentation. The technique of collecting data are done by many document, interviews (6 informants), and documentation. This type of research is qualitative descriptive with evaluative. Data collection techniques through interviews, observation and documentation. The analysis uses the performance evaluation theory of Bintoro and Daryanto (2017: 158) in Mitchel with five indicators, namely work quality, timeliness, initiative, ability, and communication. Result: The results obtained from the study found that the performance of the Karawang Regency Satpol PP in enforcing PPKM rules to the community had been carried out well. Nevertheless, violations are still found in the community regarding the process due to low public awareness and the limited number of members and infrastructure owned by Satpol PP. The efforts of the Satpol PP in optimizing PPKM enforcement that never ends include conducting patrols and blocking lanes to limit community crowds, coordinating with other security units, tightening health protocol directions for officers who go to the field and interacting directly with the community. Conclusion: This study resulted in an evaluation with the results in the form of performance that has been carried out well but still found some weaknesses, namely 2 of the 5 that have not been fulfilled, capability and promptness. In order to improve the performance of Satpol PP, it is necessary to carry out socialization to the community, coordination and cooperation between parties, and to tighten the direction of health protocols on officers who go to the field. Keywords: Evaluations, PPKM, Covid-19 ABSTRAK Permasalahan/Latar Belakang (GAP): Angka kasus Covid-19 yang dinilai telah menurun belum sejalan dengan banyaknya pelanggaran yang masih dilakukan dan didapati oleh aparat Satpol PP dalam menegakan PPKM sesuai aturan yang berlaku.Dengan berdasar pada Instruksi Menteri Dalam Negeri No.38 Tahun 2021 tentang PPKM di Jawa dan Bali yang telah mengklasifikasikan Kabupaten Karawang sebagai level 2. Penulis berfokus pada evaluasi kinerja dari Satpol PP dalam menegakan PPKM di Kabupaten Karawang. Tujuan: mengevaluasi kinerja Satpol PP menjelaskan upaya yang Satpol PP dalam mengoptimalkan kinerja selama menegakan PPKM, dan mendeskripsikan faktor penghambat Satpol PP dalam menegakan PPKM. Metode: Penelitian ini menggunakan metode jenis penelitian kualitatif deskriptif dengan evaluatif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik pengumpulan data dilakukan dengan beberapa berkas, wawancara mendalam (6 informan), dan dokumentasi. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis menggunakan teori evalusi kinerja Bintoro dan Daryanto (2017: 158) dalam Mitchel dengan lima indikator yaitu kualitas kerja, ketepatan waktu, inisiatif, kemampuan, dan komunikasi. Hasil/Temuan: Hasil yang didapatkan dari penelitian ditemukan bahwa kinerja Satpol PP Kabupaten Karawang dalam menegakan aturan PPKM kepada masyarakat sudah terlaksana dengan baik. Meskipun demikian, pelanggaran masih didapati di masyarakat mengenai prokes sebab kesadaran yang masyarakat yang rendah dan keterbatasan jumlah anggota dan sarana prasana yang dimiliki Satpol PP. Upaya Satpol PP dalam mengoptimalkan menegakan PPKM yang tidak kunjung berakhir diantaranya dengan cara melakukan patroli dan penyekatan jalur guna membatasi kerumunan masyarakat, berkoordinasi dengan kesatuan keamanan lainnya, memperketat arahan protokol kesehatan kepada para petugas yang turun ke lapangan dan berinteraksi langsung dengan masyarakat. Kesimpulan: Penelitian ini menghasilkan evaluasi dengan hasil berupa kinerja yang sudah terlaksana dengan baik akan tetapi masih ditemukan beberapa kelemahan, yaitu 2 dari 5 dimensi yang belum terpenuhi yaitu kemampuan dan ketepatan waktu. Guna meningkatkan kinera Satpol PP perlunya untuk melakukan sosialisasi kepada masyarakat, koordinasi dan kerja sama antar pihak, dan mempeketat arahan protokol kesehatan pada petugas yang turun ke lapangan.
