Abstract

ABSTRACT Problem Statement/GAP: Regional financial management is an important element in finance that is able to support an advanced and stable regional development process in the country's economy in a fast, precise, accurate and accountable manner which is manifested in a renewable program, namely non-cash transactions. The implementation of cashless transactions has been regulated in the Circular of the Minister of Home Affairs No. 910/1866/SJ concerning the Implementation of Non-Cash Transactions in Regional Governments. Purpose : The goal is to find out the implementation, obstacles and effort of cashless transaction. Method : The research method used is a qualitative research using a descriptive method with an inductive approach. Data collection techniques were carried out by interview and documentation. Determination of informants by purposive sampling method. The data analysis used is data reduction, data presentation and conclusion drawing. The research was conducted at the Regional Financial and Asset Management Agency of Yogyakarta City. Result : The results is that the implementation of cashless transactions on goods shopping during the Covid-19 pandemic has been going quite well. However, the obstacles faced are that there are still people who do not have personal accounts and there are problems both on the network and technically that occur on the CMS BPD DIY website. Conclusion : Casless Transaction it is characterized by a condition where the current issuing agency does not hold any money at all because it has been entered into the Regional General Treasury Account. This cashless transaction is also assisted by the existence of online website which makes it easier for regional officials and the public to transact without holding money directly.
