Abstract
The Covid-19 pandemic that occurred globally especially in Indonesia felt a significant impact in the economic and health sectors so the government made a policy to refocus activities and reallocate budgets to accelerate the handling of Covid-19. The purpose of this study was to find out the implementation, obstacles and efforts made by the Tarakan City Health Office in Refocussing and Realizing Budgets in Handling Covid-19. The theory used by the author is Gregory's theory by analyzing the dimensions of Participation, Completeness, Standards, Flexibility, Feedback, and Cost Analysis. The method used in collecting master data in the preparation of this final report is by using a qualitative descriptive method with an approach. The data collection techniques used were observation, interviews, and documentation, while the data analysis techniques used were data reduction, data presentation, and drawing conclusions. The location chosen to carry out the research is the Tarakan City Health Office. The results showed that the implementation of refocusing and budget reallocation had been going well but still encountered several obstacles, including not maximizing activities whose budgets were reduced for handling Covid-19, lack of public understanding regarding corona which caused many obstacles faced by health workers in screening/field activities. being late and providing funds made the Health Office use other budgets to buy Covid-19 handling needs. In this case, the researcher and recommends the Health Office to be proactive in conducting counseling related to Covid-19 and is expected to provide support for health advice in handling Covid-19.
