Abstract
ABSTRACT Problem Statement/Background (GAP): This research was conducted based on land problems that occur in the field and the increasing demand for land along with the increase in population. In fact, in Indonesia, including in Ngada Regency, there are still many parcels of land that have not been certified, considering the importance of land certificates in preventing disputes and as a legal guarantee of land ownership rights. This is certainly a challenge for the Government and in this case is the Ngada Regency Land Office in accelerating land registration and forming a complete map in an area in accordance with the Minister of ATR/BPN Regulation No. 6 of 2018 concerning Complete Systematic Land Registration. Purpose: the purpose of this study was to determine the evaluation of the complete systematic land registration program held in Ngada Regency in orderly administration of the land sector. Method: the research method used in this research is descriptive qualitative research with an inductive approach. In collecting data, the writer uses interview, observation and documentation techniques. Data analysis techniques used in this study are in the form of data reduction, data presentation, and drawing conclusions. Results/Findings: Based on the results of the research and discussion, it can be said that the evaluation of the PTSL program in Ngada Regency in the orderly land administration went well when viewed from the dimensions, effectiveness, responsiveness, and accuracy, where the Ngada Regency Land Office was able to achieve the PTSL program target of 100%, continuously and good response in facilitating and speeding up services so as to create orderly land administration in Ngada Regency by creating a complete map. Conclusion: the dimension of effectiveness in the implementation of the complete systematic land registration program in Ngada Regency has been effective. This can be seen from the flow of procedures in the implementation of PTSL program services in Ngada Regency which is in accordance wtih the SOP that has been set by the Minister of ATR/BPN. However, there are still a few obstacles experienced in the dimensions of effectiveness, efficiency, and equity, namely there are still many customary land parcels that have not been divided among their customary members, then the lack of measuring officers and measuring instruments if all officers go to the field so that they have to make a queue system and The implementation of the PTSL program has not been evenly distributed throughout the Ngada Regency area due to the number of program targets each year.
