Abstract
Problem Statement/Background (GAP): Indonesia is surrounded by the world's ring of fire, so it has a high potential for disaster. One of the regions in Indonesia that has a high natural disaster risk index is Minahasa Regency. Natural disasters that often occur are landslides, floods, earthquakes and cyclones. Purpose: The purpose of this study was to determine and analyze the role of the Minahasa District Social Service in logistical assistance to victims of natural disasters in Minahasa District. Method: Qualitative research with descriptive method through inductive approach is the method chosen by researchers in collecting data by interview, observation and documentation. To be able to analyze the existing events, this research uses organizational role theory which focuses on the structure, members, interactions and goals of the organization. Result: The results of the study showed that the role of the Minahasa District Social Service in distributing logistical assistance for emergency response to natural disasters had been carried out well, but there were several obstacles due to the lack of human resources and limited budget. The efforts of the Minahasa District Social Service in overcoming obstacles are to strengthen the internal organization and cooperate externally with the Minahasa District BPBD. Conclusion: The role of the Minahasa District Social Service in carrying out logistical assistance to victims of natural disasters has been going well, it can be seen from the state of the organization of the Minahasa District Social Service regional apparatus which is well structured so that it can support the distribution of logistical assistance effectively. To increase the role of the Minahasa District Social Service in distributing logistical assistance is to utilize information technology and improve the quality of human resources through training in supporting the distribution of logistics assistance quickly and on target.
