Abstract
ABSTRACT Problem/Background (GAP): Prevention of the spread of the Covid-19 outbreak in areas, especially the people of Jambi City, cannot be separated from the role andperformance of the Civil Service Police Unit. This shows that the Civil Service Police Unit is an apparatus that is very much needed in the regional government, especially in the Jambi City Government regarding the violation of public order and enforcement of the Covid-19 health protocoldiscipline regulations. Purpose : The purpose of this study was to observe as a whole including the Role of the Civil Service Police Unit in Enforcement of Perwali No. 21 of 2020 Against Business Actors During the Covid-19 Pandemic In Jambi City, Jambi Province, the obstacles in its implementation and the efforts made in dealing with obstacles in its implementation. Method : This research was carried out by applying a qualitative descriptive method with an inductive approach that was adapted through Seokanto's role theory: The role consists of rights and obligations. Rights indicators consist of budget availability, availability of facilities and infrastructure, personnel and legal standing. Meanwhile, the obligation indicators consist of carrying out the main tasks and functions, vision & mission, and programs. Collecting data by means of interviews, observation and documentation. Then, the data analysis technique applied is the reduction process in presenting the data, and drawing conclusions. Result: The results of this study show that the role of the Jambi City Civil Service Police Unit in enforcing the Covid19 health discipline regulations has been carried out well. Conclusion: The conclusion of this study show that the role of the Jambi City Civil Service Police Unit in enforcing the Covid-19 health discipline regulations has been carried out well, starting with the process of socialization, patrolling, early detection to prosecution for business actors who violate health protocols, which has made Jambi City to date have reached 0 (zero) cases. Keywords : Role, Civil Service Police Unit, Discipline Enforcement of the Covid-19 Protocol ABSTRAK Permasalahan/Latar Belakang (GAP) : Pencegahan penyebaran wabah virus Covid-19, di daerah yang khususnya pada masyarakat Kota Jambi tidak terlepas dari peranan dan kinerja Satuan Polisi Pamong Praja. Hal ini menunjukkan bahwa Satuan Polisi Pamong Praja merupakan aparat yang sangat dibutuhkan dalam roda pemerintahan daerah, khususnya Pemerintahan Kota Jambi terkait penyelanggaran ketertiban umum dan penegakkan peraturan disiplin protokol kesehatan virus Covid-19. Tujuan: Tujuan dari penelitian ini adalah untuk mengamati secara keseluruhan meliputi Peranan Satuan Polisi Pamong Praja Dalam Penegakkan Perwali No 21 Tahun 2020 Terhadap Pelaku Usaha Pada Masa Pandemi Covid-19 Di Kota Jambi Provinsi Jambi, kendala dalam pelaksanaanya serta upaya yang dilakukan dalam menangani kendala dalam pelaksanaanya. Metode: Penelitian ini dilaksanakan denga menerapkan metode penelitian deskriptif kualitatif dengan pendekatan induktif yang mengadaptasikan melalui teori peranan Seokanto yakni: Peranan terdiri dari Hak dan Kewajiban. Indikator hak terdiri dari ketersediaan anggaran, ketersediaan sarana dan prasarana, personil dan legal standing. Sedangkan indikator kewajiban terdiri dari menjalankan tugas pokok dan fungsi, visi & misi, serta program. Dalam penetapan informan penelitian ini menggunakan teknik purposive sampling dan snowball sampling. Pengumpulan data dengan cara wawancara, observasi dan dokumentasi. Kemudian , teknik analisis data yang diterapkan adalah proses reduksi dalam penyajian data, dan penarikan kesimpulan. Hasil/ Temuan: Hasil penelitian ini bahwa peranan Satuan Polisi Pamong Praja KotaJambi dalam penegakan peraturan disiplin kesehatan Covid-19 telah dilaksanakan dengan baik.Kesimpulan : Hasil penelitian ini bahwa peranan Satuan Polisi Pamong Praja KotaJambi dalam penegakan peraturan disiplin kesehatan Covid-19 telah dilaksanakan dengan baik yang dimulai proses sosialisasi,patroli, deteksi dini hingga penindakan bagi pelaku usaha yang melanggar protokol kesehatan yang membuat Kota Jambi sampai saat ini sudah mencapai 0 (nol) kasus Kata Kunci : Peranan, Satuan Polisi Pamong Praja, Penegakan Disiplin Protokol Covid-19
