Abstract

Problem Statement/Background (GAP) : Banjarbaru City Government does the shopping unexpected every yearas an effort to maintain regional financial stability where there may be an emergency or urgent activity. The problem that occurs is that the absorption of unexpected expenditures is less than optimal so that it affects the remaining budget at the end of the Banjarbaru City Budget Realization Report. Purpose : This research is focused on how to optimize unexpected spending in reducing the Excess Budget Financing and the efforts made by the Regional Financial and Assets Agency of Banjarbaru City in dealing with the obstacles encountered. The theory used by the author is optimization theory with analysis based on output, outcome, and benefit, factors. Method : This study uses qualitative data collection methods with an inductive approach. Data collection techniques used are interviews, observation and documentation. And then the analysis data remainings of using data data display, and verification. Result : Based on the research results, the optimization of spendingunexpectedly in reducing the Remaining Budget Financing in Banjarbaru City on the outcome, and benefit factors has been going quite well. However, the output factor has not gone well. Conclusion : In this case the researcher recommends that the Regional Finance and Assets Agency of Banjarbaru City to improve the quality and capacity of financial managers and evaluate supervision of the policy makers under them, as well as maximize the results and achievements of economic growth and community welfare as material for performance evaluation and decision making. later.
