Abstract

ABSTRACT Problem Statement/Background (GAP): Swallow's nest business is increasingly in demand in Palangka Raya City, but many swallow's nest managers do not have permits in accordance with established regulations. Purpose: The purpose of this study was to find out how the implementation of the Palangka Raya City Regional Regulation Number 12 of 2011 concerning Swallow's Nest Management and Concession Business Permits. The researcher uses a descriptive approach, which means that the research is fact-based. While the data analysis technique is to analyze the data descriptively with a qualitative approach. Method: The technique for obtaining data is to use interviews with resource persons concerning the problem. In addition, the data obtained from the study of documentation through direct observation. The indicators used to describe the implementation of the Palangka Raya City Regional Regulation Number 12 of 2011 concerning Swallow's Nest Management and Concession Business Permits, are how the implementation is carried out, the inhibiting factors and the impact felt by the community. Result: The results of the research and analysis show that the main problem in implementing the Regional Regulation of Palangka Raya Number 12 of 2011 concerning Business Permits for the Management and Concession of Swallow's Nests is the weak communication between swallow's nest entrepreneurs and the authorities, the lack of awareness of entrepreneurs to the regulations that have been made . This study concludes that the implementation of the Palangka Raya City Regional Regulation Number 12 of 2011 concerning the Business License for the Management and Concession of Swallow's Nests is still less effective. Conclusion: The findings in this study indicate that implementation and inhibiting factors are still weaknesses that must be improved by local governments in the future. Keywords: Implementation, Policy, inhibiting factors, Regional Regulation Number 12 of 2011 Palangka Raya City ABSTRAK Permasalahan/Latar Belakang (GAP): Usaha sarang burung walet semakin diminati di Kota Palangka Raya tetapi banyak pengelola sarang burung walet yang belum memiliki izin sesuai dengan peraturan yang ditetapkan. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi Peraturan Daerah Kota Palangka Raya Nomor 12 Tahun 2011 tentang Izin Usaha Sarang Burung Walet. Peneliti menggunakan pendekatan deskriptif yang artinya penelitian bersifat mengemukakan fakta. Sedangkan teknik analisa data yaitu menganalisa data secara deskriptif dengan pendekatan kualitatif. Metode: Teknik untuk memperoleh data adalah dengan menggunakan wawancara terhadap narasumber yang menyangkut mengenai permasalahan. Selain itu, data diperoleh dari studi dokumentasi melalui pengamatan langsung. Adapun indikator yang digunakan untuk menggambarkan implementasi Peraturan Daerah Kota Palangka Raya Nomor 12 Tahun 2011 tentang Izin Sarang Burung Walet, adalah bagaimana pelaksanaan implementasi, faktor penghambat dan dampak yang dirasakan oleh masyarakat. Hasil/Temuan: Hasil penelitian dan analisis menunjukkan bahwa masalah utama dalam implementasi Peraturan Daerah Kota Palangka Raya Nomor 12 Tahun 2011 tentang Izin Usaha Sarang Burung Walet adalah lemahnya komunikasi antara pengusaha sarang burung walet dengan pihak yang berwenang, kurangnya tingkat kesadaran para pengusaha terhadap peraturan yang telah dibuat. Penelitian ini menyimpulkan bahwa implementasi Peraturan Daerah Kota Palangka Raya Nomor 12 Tahun 2011 tentang Izin Usaha Sarang Burung Walet masih kurang efektif. Kesimpulan: Temuan dalam penelitian ini menunjukkan bahwa implementasi dan faktor penghambat masih menjadi kelemahan yang harus diperbaiki pemerintah daerah kedepannya. Kata kunci : Implementasi, Kebijakan, faktor penghambat, Peraturan Daerah Nomor 12 Tahun 2011 Kota Palangka Raya.
