Abstract

Problem/Background (GAP): This research is motivated by the low level of community welfare in Bengkulu City where in this case Bengkulu Province is always ranked 16th and 17th in the calculation of national welfare. Bengkulu province, in this case, from year to year always shows increasing data results which make the poverty level always increase. Therefore, to reduce the number and reduce poverty in Bengkulu Province, the Bengkulu City government created the One Billion One Village Revolving Fund Program (SAMISAKE) which is regulated through Regional Regulation Number 12 of 2013 and further regulated in Bengkulu City Regional Regulation Number 12 of 2017 Objective: Purpose: to determine the implementation of the SAMISAKE revolving fund management policy in Bengkulu City. Method: The method used in this research process is a qualitative research method with descriptive writing and an inductive approach. Data collection techniques used by the author are observation, interviews and documentation. This research covers the process of implementing the SAMISAKE revolving fund management policy, the obstacles in implementing the revolving fund management and the efforts made to overcome the obstacles. Results: The results obtained in the implementation of the research are the SAMISAKE revolving fund program in its implementation is quite good but there are several obstacles that occur on the implementing side and the beneficiary community. Conclusion: the implementation of the revolving fund management policy has been running quite well and effectively but there are still obstacles and it is hoped that with this obstacle the government can solve it and the community in this case must also be active in running this program so that later it can be expected to become a program that can change the level of welfare that is in Bengkulu City.
