Abstract
Corona Virus Disease (COVID-19) is an infectious disease that has caused instability in various sectors both at the central and regional levels, including in North Morowali Regency, Central Sulawesi Province. The increasing positive cases of COVID-19 have prompted the government to issue several regional regulations regarding the application of the Health Protocol discipline as an effort to prevent and control COVID-19 in North Morowali Regency, in this case the Civil Service Police Unit has an important role. This study was conducted to determine the role of the Civil Service Police Unit in efforts to enforce the COVID-19 Health Protocol, to determine the supporting and inhibiting factors as well as efforts to overcome the factors inhibiting the role of the Civil Service Police Unit in the effort to enforce the Covid-19 Health Protocol in North Morowali Regency. The research method used is descriptive qualitative method with an inductive approach. Data collection techniques are interviews, documentation, observation. The data analysis technique used is an interactive model by means of data reduction, data presentation, and drawing conclusions. The results of the research based on role theory according to Santosa (2003), Policy: Policy implementation has been going well through decisions made by the civil service police unit of North Morowali Regency. Strategy: several strategies have been carried out, namely coordination with the TNI and POLRI as well as the community, preparing a program of activities that support the prevention of the spread of COVID-19. The implementation of this strategy has been going well. Tool : Communication The role of Satpol PP as a communication tool will work well, but it needs to be improved again with further socialization for education about compliance with health protocols in the community. Dispute tools: the implementation has not gone well, due to the lack of firmness from the Satpol PP regarding the control carried out on health protocol violators.
