Abstract

One of the steps in structuring human resources apparatus, namely by stipulating the policy of limiting the acceptance of prospective civil servants (CPNS). The policy is for the Central and Regional Personnel Development Officers to carry out an organizational audit and apparatus human resources arrangement in accordance with the direction / strategic development plan. Besides that, each agency is required to redistribute employees internally and across agencies, based on the results of the calculation of the needs of Civil Servants based on a job analysis and workload analysis. These results the basis for structuring and continuous structuring of Civil Servants. For the Ministry of Administrative and Bureaucratic Reform (PANRB Ministry) and the State Employment Agency (BKN) these results are used as the basis for preparing employee planning nationally and as a basis for formulating and defining the needs of prospective Civil Servants within the Ministry / Institution, Provincial Government and District / City Governments, including Bogor Regency for the first time screening tests for prospective civil servants, are carried out using a computer aid or Computer Assisted Test. This research was intended to determine the Implementation of Prospective Civil Servants Recruitment as a manifestation of Bureaucratic Reform in Bogor Regency. This research uses the theory of policy implementation according to Edward III, there are 4 aspects associated with the Recruitment of Prospective Civil Servants. Based on the results of research and discussion, the implementation of prospective Civil Servants recruitment in Bogor Regency can be explained as follows: 1) Communication aspects in the implementation of the policy of recruitment of Civil Servant Candidates can be carried out properly, because there is effective communication between the applicants of recruitment of Civil Servants and the Prospective Civil Servant applicants, 2) Aspects of human resources in the implementation of recruitment of prospective Civil Servants supported by adequate resources, both human resources and financial resources; 3) The disposition aspect in the implementation of the recruitment of prospective Civil Servants is to designate the characteristics of the Procurement Team or the Recruitment of Prospective Civil Servants; and 4) The aspect of this bureaucratic structure includes two important things first, namely the mechanism or Standard Operating Procedure and the second the organizational structure itself.
