Abstract

ABSTRACT Problem Statement/Background (GAP): Regional asset management is a crucial component in achieving fiscal independence and effective local governance. The Government of Kotawaringin Barat Regency has implemented the Regional Asset Management Information System (Sistem Informasi Manajemen Barang Daerah / SIMBADA) as part of its digital transformation efforts. However, there has been no comprehensive study evaluating the effectiveness of SIMBADA implementation, despite ongoing issues such as low digital literacy, uneven human resource competencies, inadequate technological infrastructure, and inconsistent standard operating procedures (SOPs). Purpose: This study aims to analyze the implementation of SIMBADA in managing regional assets in Kotawaringin Barat Regency. Method: This research uses a descriptive qualitative approach. Data collection was conducted through semi-structured interviews with informants from the Regional Financial and Asset Agency (BPKAD) and system users from regional work units (OPD), supported by relevant documentation. Data analysis was carried out using the policy implementation model of Edward III (1980), which includes four key dimensions: communication, resources, disposition, and bureaucratic structure. Result: The findings indicate that SIMBADA implementation is not yet fully optimal. Major obstacles include unequal technical competence among staff, limited clarity in inter-unit communication, and insufficient infrastructure in several agencies. Nevertheless, improvements have been observed in bureaucratic structure and increasing system acceptance among employees. Conclusion: The effectiveness of SIMBADA is influenced by the integration of consistent communication, enhanced technical capacity, improved SOPs, and leadership commitment to digital transformation. Strategic efforts should focus on continuous staff training, standardized procedures, and strengthened IT infrastructure to support accountable and digital-based regional asset management. Keywords: SIMBADA, Regional Asset Management, Policy Implementation, Edward III, Digital Governance ABSTRAK Permasalahan/Latar Belakang (GAP): Pengelolaan aset daerah merupakan bagian krusial dalam mewujudkan kemandirian fiskal dan efektivitas tata kelola pemerintahan daerah. Kabupaten Kotawaringin Barat telah mengimplementasikan Sistem Informasi Manajemen Barang Daerah (SIMBADA) sebagai bagian dari transformasi digital. Namun, belum terdapat kajian komprehensif yang mengevaluasi efektivitas implementasi SIMBADA, sementara permasalahan seperti rendahnya literasi digital, ketimpangan kompetensi SDM, keterbatasan infrastruktur teknologi, serta belum seragamnya SOP masih menjadi hambatan utama. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi SIMBADA dalam pengelolaan aset daerah di Kabupaten Kotawaringin Barat. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara semistruktur dengan informan dari BPKAD dan OPD pengguna SIMBADA, serta dokumentasi pendukung. Analisis data menggunakan model implementasi kebijakan Edward III (1980) yang mencakup dimensi komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi SIMBADA belum sepenuhnya optimal. Hambatan utama meliputi belum meratanya kompetensi teknis SDM, kejelasan komunikasi lintas unit yang masih terbatas, serta fasilitas infrastruktur yang belum memadai di beberapa OPD. Namun, terdapat kemajuan dari sisi struktur birokrasi dan penerimaan sistem oleh pegawai yang terus meningkat. Kesimpulan: Efektivitas SIMBADA dipengaruhi oleh sinergi antara komunikasi yang konsisten, peningkatan kapasitas teknis, pembenahan SOP, dan kepemimpinan yang mendorong transformasi digital. Upaya strategis perlu difokuskan pada pelatihan berkelanjutan, penyusunan SOP terpadu, dan penguatan infrastruktur teknologi untuk mendukung pengelolaan aset daerah secara digital dan akuntabel.
