Abstract

ABSTRACT (Problem Statement/Background (GAP): The issue of securing fixed land assets by the West Lombok Regency Government reveals a gap between asset management regulations and field implementation, particularly in the case of land utilization by the College of Economics (STIE) AMM Mataram. Ownership disputes, unclear legal status, and the absence of revenue contribution to local income (PAD) from land use are the core problems explored in this study. Purpose: This study aims to examine the mechanisms used by the West Lombok Regency Government in securing land assets, to identify the factors contributing to the failure of asset safeguarding efforts, and to formulate strategic measures that the local government can implement to ensure optimal land asset security and enhance its contribution to increasing Local Own-Source Revenue (PAD) Method: This research employs a qualitative descriptive approach using interviews, observations, and document analysis as data collection techniques. The analysis focuses on the three asset security dimensions based on Suwanda's (2015) theory: administrative, physical, and legal safeguards. Result: The findings indicate that the Regional Financial and Asset Management Agency (BPKAD) of West Lombok Regency has implemented various strategies such as asset inventory, installation of ownership signage, fencing, and efforts toward land certification. However, significant obstacles remain, including incomplete certification processes, weak inter-agency coordination, and suboptimal legal measures regarding assets controlled by third parties. Conclusion: The research results in the West Lombok Regency indicate that the security of fixed assets, particularly land, has been running optimally. Keywords: Asset Security, Asset Dispute, BPKAD, Land, Local Government, STIE AMM ABSTRAK Permasalahan (GAP) Permasalahan/Latar Belakang (GAP): Permasalahan pengamanan aset tetap berupa tanah oleh Pemerintah Kabupaten Lombok Barat menunjukkan adanya gap antara regulasi pengelolaan aset dan praktik di lapangan, khususnya dalam kasus pemanfaatan aset oleh Sekolah Tinggi Ilmu Ekonomi (STIE) AMM Mataram. Sengketa kepemilikan, ketidakjelasan status hukum, serta tidak adanya kontribusi Pendapatan Asli Daerah (PAD) dari penggunaan aset menjadi isu utama dalam studi ini. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana mekanisme pengamanan aset tanah yang dilakukan oleh Pemerintah Kabupaten Lombok Barat, mengidentifikasi faktor-faktor yang menyebabkan terjadinya kegagalan dalam proses pengamanan aset tanah tersebut, serta merumuskan upaya-upaya strategis yang dapat dilakukan oleh pemerintah daerah guna memastikan pengamanan aset tanah berjalan optimal dan berkontribusi terhadap peningkatan Pendapatan Asli Daerah (PAD). Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Fokus analisis diarahkan pada tiga dimensi pengamanan aset menurut teori Suwanda (2015): administrasi, fisik, dan hukum. Hasil/Temuan: Hasil penelitian menunjukkan bahwa strategi pengamanan yang dilakukan oleh Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Kabupaten Lombok Barat telah mencakup inventarisasi aset, pemasangan plang kepemilikan, pemagaran, serta upaya sertifikasi lahan. Namun, ditemukan sejumlah hambatan signifikan, seperti proses sertifikasi yang belum tuntas, lemahnya koordinasi antarlembaga, serta belum optimalnya upaya hukum atas aset yang dikuasai oleh pihak ketiga.Kesimpulan: hasil penilitian di Pemerintah Kabupaten Lombok Barat yakni pengamanan aset tetap tanah sudah berjalan optimal Kata kunci: BPKAD, Pengamanan Aset, Pemerintah Daerah, Sengketa Aset, STIE AMM, Tanah.
