Abstract
ABSTRACT Problem Statement/Background (GAP): Gorontalo Regency is the most populous area in Gorontalo Province and has high potential for local food production, especially corn. However, high corn production is not followed by diverse community consumption patterns. This is reflected in the low score of the Expected Food Pattern (PPH) of Gorontalo Regency which only reached 76.10 and is still far from the national target of 94. The Gorontalo Regency Government has pursued a policy of diversifying local food consumption as part of a food security strategy. Purpose: This study aims to analyze and describe the implementation of the policy of diversifying local food consumption in Gorontalo Regency. Method: The approach used in this study is descriptive qualitative with an inductive method. Data collection techniques are carried out through triangulation which combines observation, interviews, and documentation. Data analysis uses the Miles and Huberman interactive model which includes data condensation, data presentation, and drawing conclusions. This study uses the policy implementation theory according to Knill & Tosun (2020). Result: The results of the study indicate that the implementation of the policy of diversifying local food consumption has been running but has not been optimal. Several obstacles found include minimal coordination between OPDs, lack of ongoing education for the community, and limited participation of local business actors in providing local food. Conclusion: Therefore, it is necessary to strengthen cross-sector collaboration and a more massive public communication strategy to increase the use of local food in the community. Keywords: Implementation, Diversification, Consumption, Local Food ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Gorontalo merupakan daerah dengan populasi terbanyak di Provinsi Gorontalo serta memiliki potensi produksi pangan lokal yang tinggi, khususnya jagung. Namun, tingginya produksi jagung tidak diikuti dengan pola konsumsi masyarakat yang beragam. Hal ini tercermin dari rendahnya skor Pola Pangan Harapan (PPH) Kabupaten Gorontalo yang hanya mencapai 76,10 dan masih jauh dari target nasional sebesar 94. Pemerintah Kabupaten Gorontalo telah mengupayakan kebijakan penganekaragaman konsumsi pangan lokal sebagai bagian dari strategi ketahanan pangan. Tujuan: Penelitian ini bertujuan untuk menganalisis mendeskripsikan implementasi kebijakan penganekaragaman konsumsi pangan lokal di Kabupaten Gorontalo. Metode: Pendekatan yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan metode induktif. Teknik pengumpulan data dilakukan melalui triangulasi yang menggabungkan observasi, wawancara, dan dokumentasi. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi kondensasi data, penyajian data, dan penarikan kesimpulan. Penelitian ini menggunakan teori implementasi kebijakan menurut Knill & Tosun (2020). Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi kebijakan penganekaragaman konsumsi pangan lokal telah berjalan namun belum optimal. Beberapa kendala yang ditemukan meliputi minimnya koordinasi antar OPD, kurangnya edukasi berkelanjutan kepada masyarakat, serta keterbatasan partisipasi pelaku usaha lokal dalam penyediaan pangan lokal. Kesimpulan: Oleh karena itu, diperlukan penguatan kolaborasi lintas sektor serta strategi komunikasi publik yang lebih masif untuk meningkatkan pemanfaatan pangan lokal di masyarakat.
