Abstract
ABSTRACT Problem Statement/Background (GAP): Social conflict is a serious social problem that is a government matter because it has an impact on several sectors such as order, security, and peace. The social conflict between the Monjok Culik and Karang Taliwang sub-districts is a recurring conflict from 2015 to 2023.. Purpose: This study aims to determine and analyze the process of social conflict resolution between Monjok Culik and Karang Taliwang Sub-districts through the Bale Mediation traditional institution and what are the supporters and obstacles in the resolution process. Method: This study uses a descriptive qualitative approach. Data were obtained through in-depth interviews, and documentation studies, then analyzed using data reduction techniques, data presentation, and drawing conclusions. The theory used is Simon Fisher's conflict resolution theory which includes three main dimensions, namely: negotiation, mediation, and arbitration, but in this study only negotiation and mediation were used because the conflict resolution process did not use the arbitration process. Results: The results of the study showed that the conflict resolution process through Bale Mediation was running quite optimally, with the help of mediators and approaches through several figures, but there were several obstacles, including the lack of public awareness of peace and the persistence of grudges from the past. Conclusion: This study concludes that the success of conflict resolution carried out by Bale Mediation through the negotiation and mediation process was maximally and optimally, this was proven by the achievement of a joint agreement in the form of customary regulations in the form of awig-awig. Keywords: Conflict Resolution, Social Conflict, Bale Mediation ABSTRAK Permasalahan/Latar Belakang (GAP): Konflik sosial merupakan permasalahan sosial yang serius yang menjadi urusan pemerintah karena berdampak pada beberapa sektor seperti ketertiban, keamanan, serte ketenteraman. Konflik sosial antara kelurahan Monjok Culik dan Karang Taliwang merupakan konflik yang berulang sejak tahun tahun 2015 sampai tahun 2023. Tujuan : Penelitian ini bertujuan untuk mengetahui dan menganalisi bagaimana proses resolusi konflik sosial antara Kelurahan Monjok Culik dan Karang Taliwang melalui lembaga adat Bale Mediasi serta apa saja pendukung dan penghambat dalam proses resolusi. Metode : Penelitian ini menggunakan pendekatan kualitatif deskriptif. Data diperoleh melalui wawancara mendalam, dan studi dokumentasi, kemudian dianalisis dengan teknik reduksi data, penyajian data, dan penarikan kesimpulan. Teori yang digunakan adalah teori resolusi konflik dari Simon Fisher yang meliputi tiga dimensi utama yaitu : negosiasi, mediasi, dan arbitrase, namun dalam penelitian ini hanya menggunakan negosiasi dan mediasi karena dalam proses resolusi konflik tidak menggunakan proses arbitrase. Hasil/Temuan : Hasil penelitian menunjukkan bahwa proses resolusi konflik melalui Bale Mediasi berjalan cukup maksimal, dengan bantuan mediator dan pendekatan melalui beberapa tokoh, namun ada beberapa yang menjadi penghambat diantaranya kurangnya kesadaran masyarakat akan perdamaian serta masih adanya dendam di masa lalu. Kesimpulan : Penelitian ini menyimpulkan bahwa keberhasilan resolusi konflik yang dilakukan Bale Mediasi melalui proses negosiasi dan mediasi berjalan dengan maksimal dan optimal, hal ini dibuktikan dengan tercapainya kesepakatan bersama berupa peraturan adat berupa awig-awig.
