Abstract
ABSTRACT Background: Land assets are one of the vital resources of local governments in attempting to cultivate the local economy, especially Regional Original Revenue. However, utilization of land assets in Balikpapan City is not optimally maximized, especially for land problems of dispute status. This has resulted in several land certificates of the Balikpapan City Regional Government not being certified, thus it has the potential to reduce the revenue that can be obtained from this sector. Purpose: This study aims to explore and analyze ways to maximize the use of land assets through the SIMDA application in an effort to increase Regional Original Revenue (PAD) in Balikpapan City.This study aims to find and investigate the optimization of land assets utilization approaches using SIMDA to maximize Regional Original Revenue (PAD) in Balikpapan City. Methods: This study uses a qualitative research method with a descriptive design. The methods of data collection are interviews, observation, and document research. The data collection involved the use of various sources such as land asset planning and management reports and interviews from stakeholders who are relevant. Result: Based on the data, it can be explained that the implementation of the SIMDA application by Balikpapan City Regional Finance and Assets Agency enables the process of land asset inventorying, legality process, supervision process, and report process in a systematic and accountable manner. The biggest optimisation challenges are that there are few numbers of certified assets and that no competent human resources exist. In order to negate this, it is recommendable to accelerate asset certification, improve human resource capacity, and improve inter-agency coordination. Conclusion: The outcome is that maximizing utilization of land-based assets in a variety of forms like leases, collaborating with third parties leveraging the SIMDA application was a strategic option that enhances asset management effectiveness and efficiency, thereby directly incentivizing rising Balikpapan City Regional Original Revenue. The suggestion is that the local government must show high commitment in accelerating land asset certification and enhancing the capacity of the human resource managers. Keywords: Optimization, Utilization of Land Fixed Assets, SIMDA, Regional Original Revenue ABSTRAK Latar Belakang: Aset tanah merupakan salah satu sumber daya yang signifikan bagi pemerintah daerah dalam upaya memperkuat perekonomian lokal khususnya Pendapatan Asli Daerah. Namun, pemanfaatan aset tanah di Kota Balikpapan belum sepenuhnya optimal, terutama mengenai masalah lahan berstatus sengketa. Hal itu mengakibatkan beberapa sertifikat tanah Pemerintah Daerah Kota Balikpapan belum bisa disertifikatkan, sehingga berpotensi mengurangi pendapatan yang dapat diperoleh dari sektor ini. Tujuan: Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis strategi optimalisasi penggunaan aset tanah melalui aplikasi SIMDA guna meningkatkan Pendapatan Asli Daerah (PAD) di Kota Balikpapan. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan metode deskriptif. Teknik pengumpulan data berupa teknik wawancara, observasi, dan studi dokumentasi. Data dikumpulkan dari berbagai sumber termasuk dokumen perencanaan dan pengelolaan aset tanah serta wawancara dengan stakeholder terkait. Hasil: Hasil penelitian menunjukkan bahwa penerapan aplikasi SIMDA oleh Badan Keuangan dan Aset Daerah Kota Balikpapan membantu proses inventarisasi, legalitas, pengawasan, serta pelaporan aset tanah secara sistematis dan akuntabel. Dengan Kendala utama dalam optimalisasi adalah rendahnya jumlah aset bersertifikat dan minimnya sumber daya manusia yang kompeten. Untuk mengatasi hal tersebut, direkomendasikan percepatan sertifikasi aset, peningkatan kapasitas SDM, dan penguatan koordinasi antar instansi. Kesimpulan: Kesimpulannya yaitu Optimalisasi pemanfaatan aset tetap tanah melalui berbagai bentuk seperti sewa, kerja sama dengan pihak ketiga menggunakan aplikasi SIMDA terbukti menjadi langkah strategis dalam meningkatkan efisiensi dan efektivitas pengelolaan aset, yang secara langsung dapat mendorong peningkatan Pendapatan Asli Daerah Kota Balikpapan. Saran yakni diperlukan komitmen yang kuat dari pemerintah daerah untuk mempercepat sertifikasi aset tanah serta peningkatan kapasitas SDM pengelola.
