Abstract
ABSTRACT Problem/Background (GAP): The realization of Regional Original Revenue (PAD) in Serang City experienced a significant decline from 2020 to 2023, despite the government launching a digital innovation through the I-SIM application to support the administration of Urban and Rural Land and Building Tax (PBB-P2). This study focuses on the gap between the implementation of digital technology and the suboptimal financial outcomes following the application's launch. Purpose: This study aims to determine whether the digitalization of PBB-P2 administration through the I-SIM application can increase regional revenue in Serang City. Method: This research uses a qualitative approach with a descriptive method and an inductive framework. Data collection techniques include semi-structured interviews, moderate observation, and documentation. Result: The results show that from a technological perspective, the I-SIM application is mature and feasible for use. However, from a financial standpoint, PBB-P2 revenue realization has not yet met the target, along with low tax collection and reporting ratios and limited human resources in its implementation. Conclusion: Digitalization through the I-SIM application has not significantly increased regional revenue within the first two years of its launch. Taxpayer adaptation and the optimization of available resources remain challenges that the Serang City Government must address. ABSTRAK Permasalahan/Latar Belakang (GAP): Realisasi Pendapatan Asli Daerah (PAD) Kota Serang mengalami penurunan signifikan dari tahun 2020 hingga 2023, meskipun pemerintah telah meluncurkan inovasi digital melalui aplikasi I-SIM untuk mendukung administrasi pemungutan PBB-P2. Penelitian ini berfokus pada kesenjangan antara penerapan teknologi digital dan hasil keuangan yang belum optimal pasca peluncuran aplikasi tersebut. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui apakah digitalisasi administrasi PBB-P2 melalui aplikasi I-SIM mampu meningkatkan pendapatan daerah di Kota Serang. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif serta kerangka berpikir induktif. Teknik pengumpulan data dilakukan melalui wawancara semi terstruktur, observasi moderat, dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa secara teknologi, aplikasi I-SIM sudah matang dan layak digunakan. Namun secara keuangan, realisasi pendapatan dari PBB-P2 masih belum mencapai target, disertai rendahnya rasio penagihan dan pelaporan serta keterbatasan sumber daya manusia dalam pelaksanaan. Kesimpulan: Digitalisasi melalui aplikasi I-SIM belum mampu meningkatkan pendapatan daerah secara signifikan dalam dua tahun pertama peluncurannya. Adaptasi wajib pajak dan optimalisasi sumber daya masih menjadi tantangan yang perlu diatasi oleh Pemerintah Kota Serang.
