Abstract
Problem Statement/Background (GAP): Governance does not only focus on administrative affairs, but also involves collaboration between the government and the community as well as third parties. This is exemplified by the acceleration of the Open Defecation Free (ODF) program implemented by the Bogor City Government to regain the Healthy City award.. Purpose: This study aims to determine how the collaboration occurs between the Bogor City Government stakeholders. Method: With a qualitative descriptive approach method, data collection techniques use observation, interviews, and documentation. Data are analyzed by data reduction, data presentation, and ending with drawing conclusions. Result: Reviewed from the collaborative governance theory of Ansell and Gash (2007) with four main dimensions, the results of the study show that the implementation of collaborative governance in accelerating ODF in Bogor City to realize a Healthy City has gone well. This is indicated by the achievement of the ODF development target which is quite significant and meets the minimum standard of participation in the Healthy Regency/City assessment. In addition, there are several factors that support the collaboration, including sufficient human resources, commitment from regional heads, declaration of ODF sub-districts, and innovation of the “Kantong Lober” program. However, in its implementation, there are obstacles faced in the form of minimal budget owned by the Bogor City Government, low public awareness, and difficult geographical accessibility. Conclusion: Collaborative governance in accelerating ODF to realize a healthy city in Bogor City is good, this is due to the collaboration between the government and other stakeholders. In order to increase the development budget, the Bogor City Government can allocate funds for the regional apparatus in supporting development and educating the community periodically Keywords: Collaborative Governance, Healthy City, Open Defecation Free Permasalahan/Latar Belakang (GAP): Tata kelola pemerintahan tidak hanya berfokus pada urusan administrasi, tetapi juga berupa kolaborasi pemerintahan yang melibatkan masyarakat serta pihak ketiga. Sebagaimana percepatan program Open Defecation Free (ODF) yang dilaksanakan oleh Pemerintah Kota Bogor untuk dapat kembali meraih penghargaan Kota Sehat. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana kolaborasi yang terjadi antara Pemerintah Kota Bogor dengan stakeholders. Metode: Dengan metode kualitatif pendekatan deskriptif, teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Data dianalisis dengan reduksi data, penyajian data, dan diakhiri penarikan kesimpulan. Hasil/Temuan: Ditinjau dari teori collaborative governance Ansell dan Gash (2007) dengan empat dimensi utama, hasil penelitian menunjukkan bahwa pelaksanaan collaborative governance dalam percepatan ODF di Kota Bogor guna mewujudkan Kota Sehat sudah berjalan dengan baik. Hal ini ditunjukkan dengan adanya pencapaian target pembangunan ODF yang cukup signifikan dan memenuhi standar minimal keikutsertaan penilaian Kabupaten/Kota Sehat. Selain itu, terdapat beberapa faktor yang mendukung jalannya kolaborasi, diantaranya tercukupinya sumber daya manusia, adanya komitmen kepala daerah, deklarasi kelurahan ODF, dan inovasi program “Kantong Lober”. Namun dalam pelaksanaannya terdapat hambatan yang dihadapi berupa minimnya anggaran yang dimiliki oleh Pemerintah Kota Bogor, rendahnya kesadaran masyarakat, dan sulitnya aksesibilitas geografis. Kesimpulan: Collaborative governance dalam percepatan odf guna mewujudkan kota sehat di kota bogor sudah baik, hal ini dikarenakan adanya kolaborasi antara pemerintah dengan stakeholders lainnya. Guna meningkatkan anggaran pembangunan pemerintah kota bogor dapat mengalokasikan dana perangkat daerah dalam mendukung pembangunan dan mengedukasi masyarakat secara berkala.
