Abstract
ABSTRACT Problem Statement/Background (GAP): The development of information technology has encouraged the government to integrate digital systems in regional financial management. Although Rejang Lebong Regency has implemented the SIPD RI since 2020 with a consecutive five-year WTP opinion, there are still technical and non-technical obstacles, such as limited features, lack of understanding among human resources, and slow system access. This requires an evaluation to assess the effectiveness of the SIPD RI implementation and efforts to address these barriers. Purpose: To assess and analyze the effectiveness of the implementation of the Regional Government Information System of the Republic of Indonesia (SIPD RI) in financial management in Rejang Lebong Regency, Bengkulu Province. Method: This study uses a qualitative approach with data collection techniques through interviews, observation, and documentation. The analysis uses the effectiveness theory by Duncan in Steers (1985:53). Results: The results of this study indicate that the Implementation of the Regional Government Information System of the Republic of Indonesia (SIPD RI) in Financial Management in Rejang Lebong Regency, Bengkulu Province has been running quite well, but there are still obstacles encountered in monitoring indicators, program and procedure suitability in the form of limited features in the system, suboptimal technical understanding of human resources, and slow system access. Conclusion: The implementation of the Regional Government Information System of the Republic of Indonesia (SIPD RI) in financial management in Rejang Lebong Regency has been quite effective. However, improvements are needed, such as optimizing the development of internal Standard Operating Procedures (SOPs) to address the limitations of SIPD RI features, enhancing the technical understanding of human resources in using the system, and improving infrastructure and system accessibility to boost SIPD RI performance. Keywords: Effectiveness, Financial Management, SIPD RI ABSTRAK Rumusan Masalah/Latar Belakang (GAP): Perkembangan teknologi informasi telah mendorong pemerintah untuk mengintegrasikan sistem digital dalam pengelolaan keuangan daerah. Meskipun Kabupaten Rejang Lebong telah mengimplementasikan SIPD RI sejak 2020 dengan capaian opini WTP selama lima tahun berturut-turut, masih ada kendala teknis dan non-teknis seperti keterbatasan fitur, kurangnya pemahaman SDM, dan lambatnya akses sistem. Hal ini memerlukan evaluasi untuk menilai efektivitas implementasi SIPD RI dan upaya mengatasi hambatan tersebut. Tujuan: Untuk mengetahui dan menganalisis Efektivitas Penerapan Sistem Informasi Pemerintahan Daerah Republik Indonesia (SIPD RI) dalam Pengelolaan Keuangan di Kabupaten Rejang Lebong Provinsi Bengkulu. Metode: Menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis menggunakan teori Efektivitas dari Duncan dalam Steers (1985:53) Hasil: hasil penelitian ini menunjukkan bahwa Penerapan Sistem Informasi Pemerintahan Daerah Republik Indonesia (SIPD RI) dalam pengelolaan Keuangan di Kabupaten Rejang Lebong Provinsi Bengkulu sudah berjalan cukup baik, tetapi masih terdapat hambatan yang dtemui dalam indikator monitoring, kesesuaian program dan prosedur berupa keterbatasan fitur dalam sistem, pemahaman teknis sumber daya manusia yang belum optimal, dan lambatnya akses sistem. Kesimpulan: Penerapan Sistem Informasi Pemerintahan Daerah Republik Indonesia (SIPD RI) dalam pengelolaan Keuangan di Kabupaten Rejang Lebong sudah berjalan cukup efektif, namun perlu ditingkatkan melalui seperti mengoptimalkan penyusunan SOP internal untuk mengatasi keterbatasan fitur SIPD RI, meningkatkan pemahaman teknis sumber daya manusia dalam penggunaan sistem, serta memperbaiki infrastruktur dan aksesibilitas sistem guna meningkatkan kinerja SIPD RI.
