Abstract
ABSTRACT Problem Statement/Background (GAP): Land assets owned by the Klaten Regency Government represent valuable regional potential that must be safeguarded to ensure optimal utilization. However, issues remain, including land assets that are not yet certified and asset records that do not fully reflect actual conditions in the field. Additionally, there is a research gap: on one hand, information technology is considered a key factor contributing to the effectiveness of asset management, while on the other hand, its impact is not always significant without the support of other aspects. Purpose: This study aims to describe the safeguarding of fixed land assets using the Asset Management Information System (SIM Aset) in Klaten Regency. Method: The method used is quasi-qualitative with an inductive approach. Data collection techniques include semi-structured interviews with three informants, passive participant observation, and documentation in the form of photographs taken using a smartphone. Result: The study reveals that SIM Aset primarily supports administrative safeguarding, while its contribution to physical and legal safeguarding is complementary. Barriers to asset safeguarding are divided into internal factors, such as lack of staff regeneration and budget limitations, and external factors, such as slow certification processes and community claims on government-owned land. The Regional Financial, Revenue, and Asset Management Agency (BPKPAD) addresses these challenges through community coordination, cooperation with the National Land Agency (BPN), and the development of the information system towards an integrated E-BMD platform. Conclusion: The safeguarding of fixed land assets using SIM Aset by BPKPAD Klaten Regency has been carried out fairly well despite existing obstacles, which have been addressed through coordinated and innovative solutions. Keywords: Safeguarding, Fixed Land Assets, SIM Aset ABSTRAK Permasalahan/Latar Belakang (GAP): Aset tanah milik Pemerintah Kabupaten Klaten merupakan potensi daerah yang perlu diamankan agar dapat dimanfaatkan secara optimal. Namun, masih terdapat permasalahan yaitu masih ada aset tetap tanah yang belum bersertifikat dan pencatatan belum sepenuhnya mencerminkan kondisi nyata di lapangan. Selain itu, terdapat kesenjangan penelitian, satu sisi teknologi informasi dianggap sebagai faktor utama yang berkontribusi terhadap efektivitas pengelolaan aset, sementara di sisi lain, dampaknya tidak selalu signifikan tanpa adanya dukungan aspek lain. Tujuan: Penelitian ini bertujuan untuk menggambarkan pengamanan aset tetap tanah menggukan SIM Aset di Kabupaten Klaten. Metode: Metode yang digunakan adalah kuasi kualitatif dengan pendekatan induktif. Teknik pengumpulan data meliputi wawancara semi terstruktur dengan tiga informan, observasi partisipatif pasif, dan dokumentasi berupa pengambilan foto dengan menggunakan smartphone. Hasil/Temuan: Hasil penelitian menunjukkan bahwa SIM Aset lebih berfokus pada pengamanan administrasi, sementara kontribusinya terhadap pengamanan fisik dan hukum bersifat komplementer. Faktor penghambat pengamanan aset terbagi menjadi internal, seperti kurangnya regenerasi pegawai dan keterbatasan anggaran, serta eksternal, seperti lambatnya sertifikasi dan klaim masyarakat terhadap aset. BPKPAD mengatasi hambatan ini dengan koordinasi dengan masyarakat, kerja sama dengan BPN, serta pengembangan sistem informasi menuju E-BMD terintegrasi. Kesimpulan: Pengamanan aset tetap tanah menggunakan SIM Aset oleh BPKPAD Kabupaten Klaten telah berjalan cukup baik meskipun terdapat hambatan, yang diatasi dengan solusi terkoordinasi dan inovatif.
