Abstract
ABSTRACT Problem Statement/Background (GAP): Climate change is a global challenge that has an impact in Indonesia, so the government has developed the Climate Village Program (Proklim) based on community action. However, the implementation of Proklim in Ngablak District has not been evenly distributed, with varying success between villages. Purpose: This study aims to analyze the factors that influence the implementation of Proklim in Pandean Village, Ngablak District, Magelang Regency, using Alexander Phuk Tjilen's theory of policy implementation (2019). Method: The research method used was inferential quantitative with purposive sampling, involving 98 respondents. Data were collected through questionnaires and analyzed using multiple linear regression with t test, F test, and coefficient of determination (R²) through SPSS 27. Result: The results showed that the variables of communication, resources, executor attitude, bureaucratic structure, and policy environment had a significant effect on the implementation of Proklim, both partially and simultaneously. The Adjusted R² value of 0.870 indicates that 87% of the variation in Proklim implementation is explained by the independent variables, while 13% is influenced by other factors. Conclusion: The conclusion of this study confirms that the success of Proklim is highly dependent on effective communication, availability of resources, positive attitude of implementers, supportive bureaucratic structure, and conducive policy environment. Therefore, it is recommended that the village government improve coordination with the community and stakeholders. Keywords: communication, resources, executor attitudes, bureaucratic structure, policy environment, and implementation of the Climate Village Program ABSTRAK Permasalahan/Latar Belakang (GAP): Perubahan iklim merupakan tantangan global yang berdampak di Indonesia, sehingga pemerintah mengembangkan Program Kampung Iklim (Proklim) berbasis aksi komunitas. Namun, implementasi Proklim di Kecamatan Ngablak belum merata, dengan keberhasilan yang bervariasi antar desa. Tujuan: Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi implementasi Proklim di Desa Pandean, Kecamatan Ngablak, Kabupaten Magelang, dengan menggunakan teori implementasi kebijakan dari Alexander Phuk Tjilen (2019). Metode: Metode penelitian yang digunakan adalah kuantitatif inferensial dengan purposive sampling, melibatkan 98 responden. Data dikumpulkan melalui kuesioner dan dianalisis menggunakan regresi linear berganda dengan uji t, uji F, serta koefisien determinasi (R²) melalui SPSS 27. Hasil/Temuan: Hasil penelitian menunjukkan bahwa variabel komunikasi, sumber daya, sikap pelaksana, struktur birokrasi, dan lingkungan kebijakan berpengaruh signifikan terhadap implementasi Proklim, baik secara parsial maupun simultan. Nilai Adjusted R² sebesar 0,870 menunjukkan bahwa 87% variasi implementasi Proklim dijelaskan oleh variabel independen, sementara 13% dipengaruhi oleh faktor lain. Kesimpulan: Kesimpulan penelitian ini menegaskan bahwa keberhasilan Proklim sangat bergantung pada komunikasi yang efektif, ketersediaan sumber daya, sikap positif pelaksana, struktur birokrasi yang mendukung, serta lingkungan kebijakan yang kondusif. Oleh karena itu, disarankan agar pemerintah desa meningkatkan koordinasi dengan masyarakat dan pemangku kepentingan serta mengoptimalkan sosialisasi dan pendanaan untuk efektivitas serta keberlanjutan program.
