Abstract
ABSTRACT Problem/Background (GAP): a factor that hinders the use of fixed assets so that it can become a guideline that has been set by the Merangin Regency Government in the management and utilization of fixed assets. Objective: The purpose of this study is to describe the process in optimizing the utilization of fixed assets in increasing the original income of Merangin Regency. In addition, to analyze the inhibiting factors in optimizing the use of fixed assets and find out what efforts are being made to overcome the obstacles that occur. Methods: this study uses a qualitative method with a descriptive method. analyzed using the data analysis method from Miles and Huberman, which consists of data collection techniques, data reduction, presentation, and data verification or conclusion drawn. The theoretical foundation used is the theory of utilization. Results/Findings: The findings obtained by the author in this study are that the optimization of asset utilization in Merangin Regency is still not optimal. Conclusion: The optimization of asset utilization in Merangin Regency has not been optimal. This is evidenced by the fact that there are still inhibiting factors such as the lack of human resources to assess assets, the number of land and building assets that do not yet have certificates, and the lack of socialization related to assets that have potential to outsiders. Efforts are needed to overcome obstacles that occur by adding employees, providing technical guidance, accelerating the process of certifying that existing land can be used optimally, and making offers to business actors, namely third parties to assets that have potential. Keywords: Optimization, Asset Utilization, Fixed Assets, Regional Original Revenue ABSTRAK Permasalahan/Latar Belakang (GAP): Faktor hambatan pemanfaatan aset tetap sehingga dapat menjadi pedoman yang sudah ditetapkan Pemerintah Kabupaten Merangin dalam pengelolaan dan pemanfaatan aset tetap. Tujuan : Tujuan dari penelitian ini adalah untuk mendeskripsikan proses dalam optimalisasi pemanfaatan aset tetap Dalam Meningkatkan Pendapatan Asli Daerah Kabupaten Merangin.Selain itu untuk menganalisa faktor penghambat dalam optimalisasi pemanfaatan aset tetap serta mengetahui upaya apa yang dilakukan untuk mengatasi hambatan yang terjadi. Metode: penelitian ini menggunakan metode kualitatif dengan metode deskriptif. dianalisis menggunakan metode analisis data dari Miles dan Huberman, yang terdiri dari teknik pengumpulan data, reduksi data, penyajian, dan verifikasi data atau penarikan kesimpulan. Landasan teori yang digunakan yaitu teori pemanfaatan. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu optimalisasi aset pemanfaatan aset di Kabupaten Merangin masih belum optimal. Kesimpulan : Optimalisasi pemanfaatan aset di Kabupaten merangin belum optimal. Hal ini dibuktikan dengan masih terdapat faktor-faktor penghambat seperti masih kurangnya sumberdaya manusia penilai aset, masih banyaknya aset tanah dan bangunan yang belum memiliki sertifikat, dan kurangnya sosialisasi terkait aset yang memiliki potensi kepada pihak luar. Diperlukannya upaya untuk mengatasi hambatan yang terjadi dengan melakukan penambahan pegawai, memberikan bimbingan teknis,mempercepat proses sertifikasi tanah yang ada dapat di manfaatkan secara optimal, dan melakukan penawaran kepada pelaku usaha yaitu pihak ketiga terhadap aset yang memiliki potensi.
