Abstract
ABSTRACT Background (GAP): Indonesia faces several national problems, including the recurring issue of waste management across the country, particularly in Gorontalo City. The Gorontalo City Government has attempted to address this issue by implementing Gorontalo City Regional Regulation Number 12 of 2017 concerning Waste Management. Objective: This research aims to evaluate the waste management policy in Gorontalo City. Method: Researchers used descriptive qualitative methods to conduct the study on waste management in Gorontalo City. Results/Findings: The study found that the Gorontalo City Environmental Service, responsible for environmental issues, has made various efforts to manage waste, such as providing daily waste transportation services in line with Regional Regulation Number 12 of 2017. The Environmental Agency also provides temporary waste management facilities, TPS3R, for sorting waste before it is sent to the Talumelito Regional Landfill. However, the utilization of TPS3R is not optimal, as much of the waste reaching the landfill remains unsorted. The policy faces challenges due to the lack of awareness among residents about waste management and the insufficient number of waste management fleets relative to the number of janitors. Conclusion: While the waste management policy in Gorontalo City has made some progress, it is not fully effective due to human resource participation issues and insufficient waste management infrastructure. Keywords: Management, Waste, Human Resources ABSTRAK Latar Belakang (GAP): Indonesia memiliki beberapa permasalahan nasional yang menjadi perhatian pemerintah dan harus segera ditangani. Salah satu permasalahan yang terjadi di Indonesia setiap tahun adalah permasalahan sampah yang terjadi di seluruh Indonesia termasuk di Kota Gorontalo. Salah satu bentuk upaya Pemerintah Kota Gorontalo dalam menangani masalah sampah adalah menetapkan Peraturan Daerah Kota Gorontalo Nomor 12 Tahun 2017 Tentang Pengelolaan Sampah. Tujuan: Penelitian ini bertujuan untuk mengevaluasi kebijakan pengelolaan sampah dan mengetahui faktor penghambat dalam pengelolaan sampah di Kota Gorontalo. Metode: Peneliti menggunakan metode kualitatif deskriptif dalam melakukan penelitian terkait pengelolaan sampah di Kota Gorontalo. Hasil/Temuan: Hasil penelitian ini menjelaskan bahwa Dinas Lingkungan Hidup Kota Gorontalo, 2 selaku Pemerintah Daerah yang mengurusi masalah lingkungan hidup, telah melakukan berbagai upaya dalam menjalankan kebijakan pengelolaan sampah sesuai dengan tugas dan tanggung jawabnya. Upaya tersebut termasuk memberikan layanan pengangkutan sampah setiap hari sesuai dengan Peraturan Daerah Kota Gorontalo Nomor 12 Tahun 2017 dan menyediakan fasilitas pengelolaan sampah sementara (TPS3R) sebagai tempat memilah sampah sebelum sampah tersebut berakhir di TPA Regional Talumelito. Namun, pemanfaatan TPS3R di Kota Gorontalo belum maksimal, ditandai dengan banyaknya sampah yang masuk ke TPA Regional Talumelito yang belum dipilah sesuai jenisnya. Hal ini disebabkan oleh kurangnya partisipasi dari Sumber Daya Manusia di Kota Gorontalo yang masih belum memiliki kesadaran untuk mengelola sampah di TPS3R sebelum dibuang ke tempat pembuangan akhir (TPA). Kesimpulan: Kebijakan pengelolaan sampah di Kota Gorontalo belum berjalan optimal karena masih terkendala oleh partisipasi Sumber Daya Manusia yang kurang dan infrastruktur pengelolaan sampah yang belum memadai.
