Abstract
ABSTRACT Problem Statement/Backgroung (GAP) : The author focuses on the problem of waste management in Badung Regency until now it has not been maximized and still leaves waste generation. Purpose: The purpose of this study is to know, analyze, and describe the effectiveness of the Source-Based Waste Management Program by the Environment and Hygiene Agency in Badung Regency, Bali Province. Methods: This study uses a descriptive qualitative method with an Effectiveness analysis presented by Gibson in Sumaryadi (Sumaryadi, 2005). Data collection techniques are carried out by interviews, observations and documentation. Results: The findings obtained by the author in this study are the percentage of waste generation in Badung Regency to the total of Bali Province of 11,15%. This shows that Badung Regency has a considerable contribution to the waste problem at the provincial level. Badung Regency, as a major tourist destination, faces challenges in waste management due to high tourist visits. There are several factors that hinder the Effectiveness of the Source-Based Waste Management Program by the Environment and Hygiene Agency in Badung Regency, Bali Province such as the Increase in the Population in Badung Regency and the Lack of Public Awareness in Complying with the Waste Management Policy. Conclusion: The author concludes that the Effectiveness of the Source-Based Waste Management Program by the Environment and Hygiene Agency in Badung Regency, Bali Province is in accordance with the with the theory of effectiveness according to Gibson in Sumaryadi (Sumaryadi, 2005) has been running well and effectively in accordance with the fulfillment of the dimensional aspects of the theory of effectiveness according to Gibson. Keywords: Effectiveness; Rubbish; Source Based Waste Management ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan Penanganan sampah di Kabupaten Badung sampai saat ini ternyata belum maksimal dan masih menyisakan timbulan sampah. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui, menganalisis, dan mendeskripsikan Efektivitas Program Pengelolaan Sampah Berbasis Sumber oleh Dinas Lingkungan Hidup dan Kebersihan di Kabupaten Badung Provinsi Bali. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan analisis Efektivitas yang disampaikan oleh Gibson dalam Sumaryadi (Sumaryadi, 2005). Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Persentase timbulan sampah Kabupaten Badung terhadap total Provinsi Bali sebesar 11,15%. Ini menunjukkan bahwa Kabupaten Badung memiliki kontribusi yang cukup besar terhadap masalah sampah di tingkat provinsi. Kabupaten Badung, sebagai tujuan wisata utama, menghadapi tantangan dalam pengelolaan sampah akibat tingginya kunjungan wisatawan. Terdapat beberapa faktor yang penghambat Efektivitas Program Pengelolaan Sampah Berbasis Sumber oleh Dinas Lingkungan Hidup dan Kebersihan di Kabupaten Badung Provinsi Bali seperti Peningkatan Jumlah Penduduk di Kabupaten Badung dan Kurangnya Kesadaran Masyarakat dalam Mematuhi Kebijakan Pengelolaan Sampah. Kesimpulan: Penulis memberikan kesimpulan bahwa Efektivitas Program Pengelolaan Sampah Berbasis Sumber oleh Dinas Lingkungan Hidup dan Kebersihan di Kabupaten Badung Provinsi Bali sesuai dengan teori efektivitas menurut Gibson dalam Sumaryadi (Sumaryadi, 2005) telah berjalan dengan baik dan efektif sesuai dengan terpenuhinya aspek dimensi dari teori efektivitas menurut Gibson.
