Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of high waste generation in Gianyar Regency which is dominated by household waste sources. Purpose: The aim of this research is to find out how the government solves the waste problem through empowerment through the Pesan Pede program. Method: This research uses descriptive qualitative methods and analysis of the empowerment stages according to Mardikanto and Soebiato. Result: Data collection techniques were carried out using interviews, documentation and observation. The findings obtained by the author in this research are that community empowerment in waste management is quite good, although it is still hampered by several inhibiting factors in the aspect of community education as well as limited waste management facilities and infrastructure. Conclusion: So efforts are needed to overcome these inhibiting factors through routine and intensive education, coaching and assistance carried out by regional governments and village institutions in order to increase community enthusiasm in processing their waste independently. It is also recommended to optimize the use of waste management facilities and infrastructure so that the Pesan Pede program can run optimally. Keywords: Pesan Pede; Community Empowerment; Waste Management ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan timbulan sampah yang tinggi di Kabupaten Gianyar yang didominasi oleh sumber sampah rumah tangga. Tujuan : Tujuan dari penelitian ini adalah untuk mengetahui cara pemerintah dalam menyelesaikan permasalahan sampah dengan cara pemberdayaan melalui program Pesan Pede. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dan analisis terhadap tahap pemberdayaan menurut Mardikanto dan Soebiato. Teknik pengumpulan data dilakukan dengan wawancara, dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu pemberdayaan masyarakat dalam pengelolaan sampah tergolong cukup baik, meskipun masih terkendala oleh beberapa faktor penghambat pada aspek edukasi masyarakat serta sarana dan prasarana pengelolaan sampah yang terbatas. Kesimpulan: Sehingga perlu upaya dalam mengatasi faktor penghambat tersebut melalui pelaksanaan edukasi, pembinaan dan pendampingan secara rutin dan intensif dilakukan oleh pemerintah daerah hingga lembaga desa. Guna meningkatkan antusias masyarakat dalam mengolah sampahnya secara mandiri. Serta disarankan untuk mengoptimalkan pemanfaatan sarana dan prasarana pengelolaan sampah agar program Pesan Pede dapat berjalan secara optimal.
