Abstract

ABSTRACT Dewaruci Jatimalang Beach is one of the iconic tourist attractions managed by the Purworejo Regency Government, Central Java. Various issues such as the process of reorganizing the Dewaruci Jatimalang Beach area have not reached a mutual understanding between the local government and the surrounding community, the promotion of Dewaruci Jatimalang Beach as a tourist attraction has not been optimal, and the habitual patterns of some tourists who are environmentally unaware and littering. Therefore, appropriate steps are needed by the Youth, Sports, and Tourism Office of Purworejo Regency to address these issues. The aim of this study is to examine and analyze the management strategy of Dewaruci Jatimalang Beach by the Youth, Sports, and Tourism Office of Purworejo Regency, Central Java Province. The method used in this study is qualitative research with a descriptive approach, focusing on the management strategy of Dewaruci Jatimalang Beach by the Youth, Sports, and Tourism Office of Purworejo Regency using the theory of Robert H. Hayes (Jatmiko, 2004). Data collection techniques in this study include interviews, observations, and documentation. The results of this study indicate that the management of Dewaruci Jatimalang Beach by the Youth, Sports, and Tourism Office is quite good, but there are obstacles that include suboptimal security, inadequate marketing, the Dewaruci Jatimalang Beach Tourism Awareness Group (Pokdarwis) not functioning optimally, the process of reorganizing the Dewaruci Jatimalang Beach area not reaching a mutual understanding between the local government and the surrounding community, and the habitual patterns of some tourists who are environmentally unaware and littering. The strategic steps taken by the Youth, Sports, and Tourism Office of Purworejo Regency in managing Dewaruci Jatimalang Beach are quite good, but there are still obstacles in the management such as suboptimal security, inadequate marketing, the Dewaruci Jatimalang Beach Tourism Awareness Group (Pokdarwis) not functioning optimally, the process of reorganizing the Dewaruci Jatimalang Beach area not reaching a mutual understanding between the local government and the surrounding community, and the habitual patterns of some tourists who are environmentally unaware and littering. The supporting factors, both internal and external, include the realization of local revenue (PAD), the surrounding community, legal foundations, and Special Allocation Funds. Various direct and indirect efforts have been made, including adding trash facilities, improving security facilities, providing Pokdarwis training, and maximizing marketing. Keywords: Dewaruci Jatimalang Beach, Strategy, Tourism Management ABSTRAK Pantai Dewaruci Jatimalang merupakan salah satu objek wisata yang ikonik dan dikelola oleh Pemerintah Kabupaten Purworejo, Jawa Tengah. Berbagai macam permasalahan seperti pada proses penataan kembali kawasan Pantai Dewaruci Jatimalang belum tercapai satu pemahaman antara pemerintah daerah dengan masyarakat di sekitar pantai, belum optimalnya promosi objek wisata Pantai Dewaruci Jatimalang, dan pola kebiasaan beberapa wisatawan yang tidak sadar lingkungan dengan membuang sampah tidak pada tempatnya. Sehingga perlunya langkah yang tepat oleh Dinas Kepemudaan, Olahraga, dan Pariwisata Kabupaten Purworejo dalam mengatasi permasalahan tersebut. Tujuan dari penelitian ini yaitu untuk melihat dan menganalisis strategi pengelolaan objek wisata Pantai Dewaruci Jatimalang oleh Dinas Kepemudaan, Olahraga, dan Pariwisata Kabupaten Purworejo, Provinsi Jawa Tengah. Metode yang digunakan dalam penelitian ini menggunakan penelitian kualitatif dengan pendekatan deskriptif, berfokus pada strategi pengelolaan Pantai Dewaruci Jatimalang oleh Dinporapar Kabupaten Purworejo menggunakan teori Robert H. Hayes (Jatmiko, 2004). Teknik pengumpulan data dalam penelitian ini yaitu wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa pengelolaan objek wisata Pantai Dewaruci Jatimalang oleh Dinporapar Kabupaten Purworejo cukup baik, namun terdapat kendala yang meliputi keamanan yang belum optimal, pemasaran yang belum maksimal, Pokdarwis masih belum berjalan dengan maksimal, pada proses penataan kembali kawasan Pantai Dewaruci Jatimalang belum tercapai satu pemahaman antara pemerintah daerah dengan masyarakat di sekitar pantai, dan pola kebiasaan beberapa wisatawan yang tidak sadar lingkungan dengan membuang sampah tidak pada tempatnya. Langkah strategi yang diambil oleh Dinporapar Kabupaten Purworejo dalam upaya pengelolaan objek wisata Pantai Dewaruci Jatimalang dilakukan sudah cukup baik akan tetapi dalam pengelolaannya masih terdapat kendala didalamnya seperti keamanan yang belum optimal, pemasaran yang belum maksimal, Pokdarwis masih belum berjalan dengan maksimal, pada proses penataan kembali kawasan Pantai Dewaruci Jatimalang belum tercapai satu pemahaman antara pemerintah daerah dengan masyarakat di sekitar pantai, dan pola kebiasaan beberapa wisatawan yang tidak sadar lingkungan dengan membuang sampah tidak pada tempatnya. Adapun faktor pendukungnya baik internal maupun eksternal meliputi realisasi PAD, masyarakat sekitar pantai, adanya dasar hukum, serta Dana Alokasi Khusus. Beberapa upaya baik langsung maupun tidak sudah dilakukan meliputi penambahan fasilitas tempat sampah, meningkatkan fasilitas keamanan, pelatihan Pokdarwis, dan melakukan pemasaran secara maksimal.
