Abstract

ABSTRACT Problem/Background (GAP): Lack of care and lack of knowledge of the community, especially vulnerable populations, about the importance of population documents so that people are reluctant to take care of population documents. Communities, especially vulnerable populations, consider the processing of population documents requires confusing procedures, long queues, and long travel access. Purpose: This study aims to analyze the innovation of DUTA Services in the issuance of population documents in Sidoarjo Regency. Method: The research method used is a qualitative descriptive research method with an inductive research approach. While the data collection techniques carried out are observation, interviews and documentation. Data analysis techniques are carried out by reducing data, presenting data and drawing conclusions. Results/Findings: Based on research conducted by the author, the innovation of population document issuance with the DUTA Service program has been carried out well but has not run optimally because there are still several obstacles. Obstacles in implementation are used as evaluation material and will continue to be addressed in order to realize good publishing. Conclusion: The results of this study show that the results of the problem analysis of five innovation indicators according to Mark Rippetoe and Carl R. Rogers there is one indicator that has not been achieved, namely the Possibility of Trying (Triability) is the number of population document printing is erratic and even decreased and socialization is not yet comprehensive. Efforts can be made by carrying out intensive socialization actions and choosing the right socialization targets. Keywords: Innovation, Service, Residence Documents ABSTRAK Permasalahan/Latar Belakang (GAP): Sikap kurang peduli dan minimnya pengetahuan masyarakat khususnya penduduk rentan akan pentingnya dokumen kependudukan sehingga masyarakat enggan untuk mengurus dokumen kependudukan. Masyarakat khususnya penduduk rentan menganggap pengurusan dokumen kependudukan membutuhkan prosedur yang membingungkan, antrian yang panjang, dan akses tempuh yang jauh. Tujuan: Penelitian ini bertujuan untuk menganalisis inovasi Pelayanan DUTA dalam penerbitan dokumen kependudukan di Kabupaten Sidoarjo. Metode: Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan pendekatan penelitian induktif. Sedangkan teknik pengumpulan data yang dilakukan adalah observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan cara reduksi data, penyajian data serta penarikan kesimpulan. Hasil/Temuan: Berdasarkan penelitian yang dilakukan penulis, inovasi penerbitan dokumen kependudukan dengan program Pelayanan DUTA ini sudah terlaksana dengan baik namun belum berjalan secara maksimal karena masih ditemukan beberapa hambatan. Hambatan dalam pelaksanaan dijadikan sebagai bahan evaluasi dan akan terus di benahi demi terwujudnya penerbitan yang baik. Kesimpulan: Hasil penelitian ini menunjukkan bahwa hasil analisis permasalahan dari lima indikator inovasi menurut Mark Rippetoe dan Carl R. Rogers terdapat satu indikator yang belum tercapai yaitu Kemungkinan Dicoba (Triability) adalah jumlah pencetakan dokumen kependudukan tidak menentu bahkan mengalami penurunan serta sosialisasi yang belum menyeluruh. Upaya yang dapat dilakukan dengan melakukan tindakan sosialisasi secara intensif dan memilih sasaran sosialisasi yang tepat. Kata Kunci: Inovasi, Pelayanan, Dokumen Kependudukan
