Abstract

ABSTRACT Problem/Background (GAP): Technology is used by the Sumbawa Regency government through the implementation of e-government. However, the digitalization used by the government has encountered obstacles where many people still experience the digital divide, especially people who live in rural areas. This is a challenge for the Government so that the dissemination of information can be felt by all people in Sumbawa Regency. Purpose: The purpose of the study is to explain how the efforts made by the Sumbawa Regency Government in overcoming the problem of digital divide in order to create a good implementation of e- goovernment. Method: With qualitative research methods, triangulation techniques are used in data collection, so regarding the validity of the data, cross-checking will be carried out using the same source but with different methods. Results/Findings: The results of this research show that from the digital divide dimension initiated by Molnar, data is obtained that rural communities tend to experience access divides caused by uneven network distribution, communities experience problems with usage divides due to people's limitations in owning electronic devices, communities are also constrained by limitations. Conclusion: The Digital Divide occurs because of the gap between people living in cities and people living in rural areas in terms of getting access to the internet network. Keywords: Digital Divide, E-Government, Village Community ABSTRAK Permasalahan/Latar Belakang (GAP): Teknologi digunakan oleh pemerintah Kabupaten Sumbawa melalui implementasi e-government. Namun, adanya digitalisasi yang digunakan pemerintah menemui hambatan dimana dalam masyarakat masih banyak yang mengalami digital divide terutama bagi masyarakat yang tinggal di wilayah pedesaan. Hal ini menjadi tantangan bagi Pemerintah agar persebaran informasi dapat dirasakan oleh seluruh masyarakat di Kabupaten Sumbawa. Tujuan: Tujuan penelitian adalah untuk Menjelaskan bagaimana upaya yang dilakukan oleh Pemerintah Kabupaten Sumbawa dalam mengatasi persoalan digital divide demi terciptanya penerapan e-goovernment yang baik. Metode: Dengan metode penelitian kualitatif, digunakan triangulasi teknik dalam pengumpulan data, maka terkait keabsahan data akan dilakukan cara ricek cross cek dengan sumber yang sama namun metode yang berbeda. Hasil/Temuan: Hasil dari penelitian ini menunjukkan bahwa dari dimensi digital divide yang digagas oleh Molnar diperoleh data bahwa masyarakat pedesaan cenderung mengalami access divide yang disebabkan oleh persebaran jaringan yang tidak merata, masyarakat mengalami masalah pada usage divide dikarenakan keterbatasan masyarakat dalam memiliki perangkat elektronik, masyarakat juga terkendala keterbatasan skill atau kemampuan dalam menggunakan perangkat elektronik sehingga tidak dapat memaksimalkan manfaat yang di dapat dari penggunaan perangkat elektronik. Kesimpulan: Digital Divide terjadi karena adanya kesenjangan antara masyarakat yang tinggal di kota dengan masyarakat yang tinggal di pedesaan dalam hal mendapatkan akses jaringan internet.
