Abstract

ABSTRACT Background/Problem (GAP): The Integrated Entrepreneurship Development Program (PKT) is a program aimed at enhancing entrepreneurial skills through various stages such as training, entrepreneur mentoring, licensing, marketing, financial reporting, and capital facilities. The Integrated Entrepreneurship Development Program has been regulated in the Governor of DKI Jakarta Regulation Number 2 of 2020. The Integrated Entrepreneurship Development Program is a program conducted to develop entrepreneurial skills and self-reliance and to address unemployment and poverty levels. In implementing the PKT Program policy, the author encountered several problems in its implementation, where the program's targets had been achieved but the objectives of the PKT Program policy had not been fully achieved. Additionally, the number of PKT Program mentors was not proportionate to the number of PKT Program participants. Furthermore, PKT Program participants had not yet received the expected facilities, namely the main capital in the form of cash assistance. Moreover, many people, especially the poor, were unaware of the existence of the PKT Program. Purpose: The aim of this study is to determine how the implementation of the PKT Program addresses poverty in North Jakarta Administrative City and to examine the obstacles and support in its implementation. Methods: The research method used is descriptive qualitative research. The data collection techniques used are interviews, observations, and documentation. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The focus of the research is to use the theory of Van Meter and Van Horn, namely Policy Standards and Targets, Resources, Implementer Characteristics, Implementer Disposition Attitudes, Communication among Implementing Organizations, as well as Social, Economic, and Political Environments. Results: Based on the research results, significant problems and obstacles were found in the implementation of the PKT Program policy, namely the limitation of society in using technology to register for the PKT Program through the website and the low discipline of the community in attending PKT Program training. Conclusion: From the research activities conducted by the author, guided by existing theories, it is concluded that the implementation of the PKT Program in North Jakarta Administrative City is not yet optimal. There are still several problems such as the unachieved policy objectives, inadequate number of PKT Program mentors, unmet cash assistance capital facilities, and many poor people who are unaware of the existence of the PKT Program. Keywords: Poverty, PKT Policy Implementation, Poor Population Reduce ABSTRAK Permasalahan/Latar Belakang (GAP): Program Pengembangan Kewirausahaan Terpadu (PKT) ialah program peningkatan kemampuan berusaha melalui berbagai tahapan seperti pelatihan, pendampingan wirausaha, perizinan, pemasaran, pelaporan keuangan, dan fasilitas permodalan. Program Pengembangan Kewirausahaan Terpadu telah diatur di dalam Peraturan Gubernur Provinsi DKI Jakarta Nomor 2 Tahun 2020. Program Pengembangan Kewirausahaan Terpadu merupakan sebuah program yang dilakukan bertujuan untuk mengembangkan kemampuan keterampilan dan kemandirian berusaha serta menanggulangi tingkat pengangguran dan kemiskinan. Dalam pelaksanaan implementasi kebijakan Program PKT penulis memperoleh beberapa masalah di dalam pelaksanaannya dimana sasaran daripada program ini sudah tercapai namun tujuan dari adanya kebijakan Program PKT belum sepenuhnya tercapai kemudian juga dengan jumlah pendamping Program PKT tidak sebanding dengan jumlah peserta Program PKT selain itu para peserta Program PKT belum mendapatkan fasilitas yang diharapkan yakni modal utama berupa bantuan uang tunai. Kemudian masih banyaknya masyarakat terutama masyarakat miskin yang belum mengetahui adanya Program PKT. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi Program PKT dalam menanggulangi kemiskinan di Kota Administrasi Jakarta Utara serta dilihat dari hambatan dan dukungan dalam pelaksanaannya. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Adapun teknik pengumpulan data yang dilakukan adalah wawancara, observasi, dan dokumentasi. Teknik analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Fokus dalam penelitian yaitu menggunakan teori Van Meter dan Van Horn yaitu Standar dan Sasaran Kebijakan, Sumber Daya, Karakteristik Pelaksana, Sikap Disposisi Para Pelaksana, Komunikasi antar Organisasi Pelaksana, serta Lingkungan Sosial, Ekonomi, dan Politik. Hasil/Temuan: Berdasarkan hasil penelitian implementasi kebijakan Program PKT ditemukan beberapa masalah yang cukup signifikan serta hambatan dalam pelaksanaan Program PKT yakni adanya keterbatasan masyarakat dalam penggunaan teknologi dalam melaksanakan pendaftaran Program PKT melalui website serta masih rendahnya disiplin masyarakat dalam mengikuti pelatihan Program PKT. Kesimpulan: Dari kegiatan penelitian yang dilakukan penulis dengan berpedoman pada teori yang ada, penulis menyimpulkan bahwa pelaksanaan Program PKT di Kota Administrasi Jakarta Utara belum optimal masih terdapat beberapa permasalahan seperti belum tercapainya tujuan kebijakan, tidak memadainya jumlah pendamping Program PKT, belum terpenuhinya fasilitas modal berupa bantuan uang tunai dan masih banyak masyarakat miskin yang belum mengetahui adanya Program PKT.
