Abstract

ABSTRACT This thesis is entitled "Implementation of the E-Procurement System Policy within the Bandung Regency Regional Government, West Java Province". The background of the problem is that the procurement of government goods and services has a high risk of corruption and administrative invalidity. This study aims to determine how the effect of the implementation of the E-Procurement system policy in the Bandung Regency Regional Government of West Java Province, as well as to analyze efforts to overcome the obstacles that occur. This research was conducted using descriptive qualitative research methods where this research will describe the original situation during the research, through data collection methods and then described in an analysis and deductive approach to be able to answer the formulation of existing problems. Then the data collection technique in this study uses a triangulation technique consisting of observation, interviews, and documentation. The author uses the theory of Policy Implementation from Purwanto & Sulistyastuti (2012: 85) as an analysis knife which explains that there are several factors that determine the success or failure of an Implementation process, namely the quality of the policy itself, the adequacy of policy inputs, the accuracy of the instruments used to achieve policy objectives, the capacity of implementers, the characteristics and support of target groups, geographic, social, economic and political environmental conditions. Keywords : Policy Implementation, E-Procurement ABSTRAK Skripsi ini berjudul “Implementasi Kebijakan Sistem E-Procurement Di Lingkungan Pemerintah Daerah Kabupaten Bandung Provinsi Jawa Barat”. Memiliki latar belakang permasalahan yaitu pengadaan barang dan jasa pemerintah memiliki resiko yang cukup tinggi untuk terjadinya korupsi dan ketidakvalidan administrasi. Adapun penelitian ini bertujuan untuk mengetahui bagaimana pengaruh implementasi kebijakan sistem E-Procurement di lingkungan Pemerintah Daerah Kabupaten Bandung Provinsi Jawa Barat, serta untuk menganalisis upaya-upaya dalam mengatasi hambatan yang terjadi. Penelitian ini dilakukan menggunakan metode penelitian kualitatif deskriptif dimana penelitian ini akan mendeskripsikan keadaan yang asli selama penelitian, melalui cara pengumpulan data kemudian dideskripsikan dalam sebuah analisis dan pendekatan deduktif untuk dapat menjawab rumusan masalah yang ada. Kemudian teknik pengambilan data pada penelitian ini menggunakan teknik triangulasi yang terdiri dari observasi, wawancara, dan dokumentasi. Penulis menggunakan teori Implementasi Kebijakan dari Purwanto & Sulistyastuti (2012: 85) sebagai pisau analisis yang menjelaskan bahwa ada beberapa faktor menjadi penentu berhasil atau tidaknya suatu proses ImpIementasi, yaitu kualitas kebijakan itu sendiri, kecukupan input kebijakan, ketepatan instrumen yang dipakai untuk mencapai tujuan kebijakan, kapasitas implementor, karakteristik dan dukungan kelompok sasaran, kondisi lingkungan geografi, sosial, ekonomi, dan politik.
