Abstract

ABSTRACT This study focuses on the analysis of the optimization of capital exital allocation with the aim of enhancing the construction of road infrastructure in Malaka district. In addition, this study also identifies the inhibitors and steps taken to optimize the allocation of capital expenditures to improve road infrastructure in Malaka districts. This research uses qualitative approach and inductive method. This research uses the theory of optimization of Siringoringo (2005:5), which consists of three dimensions, namely, goals, alternative decisions and limiting resources. Data collection is done through structured interview techniques and documentation. The results showed that the availability of road infrastructure was not adequate due to the unauthorized capital expenditure allocation. The purpose or targets are used to overcome this, namely with the optimization of capital exit exital, minimizing other expenses the availability of road infrastructure. Inhibitors in the optimization of capital expenditure allocation in improving road development infrastructure in Malacca district of East Nusa Tenggara Province is the ability of finance and planning allocation of unofzred capital of capital. Efforts by the local government of Malacca districts to address these obstacles include planning the allocation of capital expenditure mature, making additional budget submission to the central or regional government, loans and cooperation with third parties. Keywords: Optimization, Capital Spending, Road Infrastructure ABSTRAK Penelitian ini berfokus pada analisis optimalisasi alokasi belanja modal dengan tujuan untuk meningkatkan pembangunan infrastruktur jalan di Kabupaten Malaka. Selain itu, penelitian ini juga mengidentifikasi faktor-faktor yang menjadi penghambat dan langkah-langkah yang diambil untuk mengoptimaliasi alokasi belanja modal guna memperbaiki infrastruktur jalan di kabupaten Malaka. Penelitian ini menggunakan pendekatan kualitatif dan metode induktif. Penelitian ini menggunakan teori optimalisasi dari Siringoringo (2005:5), yang terdiri atas tiga dimensi yaitu, tujuan, alternatif keputusan dan sumber daya yang membatasi. Pengumpulan data dilakukan melalui teknik wawancara terstruktur dan dokumentasi. Hasil penelitian menunjukkan bahwa ketersediaan infrastruktur jalan belum memadai dikarenakan alokasi belanja modal yang belum optimal. Adapun tujuan atau target yang yang digunakan untuk mengatasi hal tersebut, yakni dengan optimalisasi alokasi belanja modal, meminimalisir pengeluaran lain ketersediaan infrastrukutur jalan dapat memadai. Faktor penghambat dalam optimalisasi alokasi belanja modal dalam meningkatkan pembangunan infrastruktur jalan di kabupaten Malaka provinsi Nusa Tenggara Timur adalah kemampuan keuangan dan perencanaan alokasi belana modal yang belum matang. Upaya yang dilakukan pemerintah daerah kabupaten Malaka untuk mengatasi hambatan tersebut meliputi melakukan perencanaan alokasi belanja modal dengan matang, membuat pengajuan tambahan anggaran kepada pemerintah pusat atau daerah, melakukan pinjaman dan kerjasama dengan pihak ketiga.
