Abstract

ABSTRACT Problem Statement/Background (GAP): The development of street children, homeless people and beggars by the Social Service is expected to be able to help the community to improve their special abilities and skills in order to have a decent living and work so as to reduce the number of street children, homeless people and beggars who are still active on the street. However, findings in the field show that this is not working perfectly. This can be seen from the number of street children, homeless people and beggars who are still active on the streets, which has increased since 2020. Purpose: This research aims to find out and analyze how the development of street children, homeless people and beggars is carried out by the Social Service in Makassar City. Method: The method used by researchers is a qualitative descriptive method using Miftah Thoha's coaching theory. The data collection technique for this research is through observation, documentation and interviews with various informants. Results: Development of street children, homeless people and beggars by the Social Service in Makassar City has carried out training by referring to Makassar City Regional Regulation Number 2 of 2008 to the maximum, although it is still constrained by facilities and infrastructure, lack of human resources and still lack of public awareness Makassar City in responding to this problem. Conclusion: The outline of this research is based on the concept of coaching by Miftah Thoha, coaching street children, homeless people and beggars by the Social Service in Makassar City to help people improve their quality of life through various guidance and skills so that they can have a decent life and not return to their activities on the streets. Keywords: Street Children, Homeless, Beggars, Development ABSTRAK Permasalahan/Latar Belakang (GAP): Pembinaan anak jalanan, gelandangan dan pengemis oleh Dinas Sosial diharapkan mampu membantu unttuk memabntu masyarkat untuk meningkatkan kemampuan dan ketetampilan khusus agar memiliki penghidupan dan pekrjaan yang layak sehingga dapat mengurangi angka anak jalanan, gelandangan dan pengemis yang masih beraktivitas di jalanan. Namun temuan di lapangan bahwa hal ini tidak berjalan sempurna. Hal ini dapat dilihat dari angka Anak jalanan, gelandangan dan pengemis yang masih beraktivitas di jalanan yang mengalami peningkatan sejak tahun 2020. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana pembinaan anak jalanan, gelandangan dan pengemis yang dilakukan oleh Dinas Sosial di Kota Makassar. Metode: Metode yang digunakan penliti ialah metode deskriptif kualitatif dengan teori Pembinaan dari Miftah Thoha. Teknik pengambilan data penelitian ini melalui observasi, dokumentasi dan wawancara berbagai informan. Hasil/Temuan: Pembinaan anak jalanan, gelandangan, dan pengemis oleh Dinas Sosial di Kota Makassar telah melaksanakan pembinaan dengan mengacu kepada Peraturan Daerah Kota Makassar Nomor 2 tahun 2008 dengan maksimal, meskipun masih terkendala dengan sarana dan prasarana, kurangnya SDM serta masih kurangnya kesadaran Masyarakat Kota Makassar dalam menyikapi permasalahan ini. Kesimpulan: Garis besar penelitian ini berdasarkan konsep pembinaan oleh Miftah Thoha, pembinaan anak jalanan, gelandangan dan pengemis oleh Dinas Sosial di Kota Makassar membantu Masyarakat untuk meningkatkan kualitas hidupnya melalui berbagai bimbingan dan keterampilan sehingga memiliki kehidupan yang layak dan tidak Kembali beraktivitas di jalanan.
