Abstract

ABSTRACT Problem Statement/Background (GAP): The contribution of Local Own-source Revenue (PAD) in Buton Regency is still far from central transfer funds, prompting the government to enhance local revenue performance through intensifying and expanding PAD sources. Analyzing the performance of local revenue becomes crucial for designing strategies to improve revenue sectors and reduce dependency on central transfer funds. Purpose: The objective of this research is to analyze the performance of local revenue in enhancing the financial independence of Buton Regency, Southeast Sulawesi Province, as well as identifying inhibiting factors and government efforts to enhance local revenue performance. Method: The method used in this research is a qualitative method with a descriptive approach. Result: The findings obtained by the author in this study are that the local revenue performance, according to the variance analysis of the revenue budget, is good, the revenue growth analysis is good, the fiscal decentralization ratio is very poor, the financial dependency ratio is very high, and the financial independence ratio is very low. Conclusion: The local revenue performance of Buton Regency from 2018 to 2022 is still not good. Inhibiting factors for local revenue performance in enhancing the financial independence of Buton Regency include the low potential for local own-source revenue, inaccuracies in the local tax database, and low awareness and compliance of taxpayers. Efforts by the local government of Buton Regency to enhance local revenue performance include promoting the region's potential and developing local tax and retribution facilities, continuous validation of the local tax database, and collaboration with the district prosecutor's office. Keywords: Local Revenue Performance, Financial Independence of Regions, Local Own-source Revenue (PAD), Local Taxes ABSTRAK Permasalahan/Latar Belakang (GAP): Kontribusi Pendapatan Asli Daerah (PAD) di Kabupaten Buton masih jauh dari dana transfer pusat, sehingga mendorong pemerintah untuk meningkatkan kinerja pendapatan daerah melalui intensifikasi dan ekstensifikasi sumber PAD. Analisis kinerja pendapatan daerah menjadi penting untuk merancang strategi meningkatkan sektor pendapatan dan mengurangi ketergantungan pada dana transfer pusat. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis kinerja pendapatan daerah dalam meningkatkan kemandirian keuangan daerah Kabupaten Buton Provinsi Sulawesi Tenggara, Faktor penghambat, dan upaya yang telah dilakukan pemerintah untuk meningkatkan kinerja pendapatan daerah. Metode: Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu kinerja pendapatan daerah menurut anilisis varians anggaran pendapatan sudah baik, analisis pertumbuhan pendapatan sudah baik, rasio derajat desentralisasi fiskal sangat kurang, rasio ketergantungan keuangan daerah sangat tinggi, dan rasio kemandirian keuangan daerah sangat tinggi. Kesimpulan: Kinerja pendapatan daerah Kabupaten Buton tahun 2018 – 2022 masih belum baik. Faktor penghambat kinerja pendapatan daerah dalam meningkatkan kemandirian keuangan daerah Kabupaten Buton, yaitu rendahnya potensi pendapatan asli daerah, kurangnya akurasi database pajak daerah, dan tingkat kesadaran dan kepatuhan wajib pajak yang rendah. Upaya pemerintah daerah Kabupaten Buton untuk meningkatkan kinerja pendapatan daerah, yaitu promosi potensi wilayah dan pengembangan fasilitas pajak dan retribusi daerah, terus melakukan validasi database pajak daerah, dan menjalin kolaborasi dengan kejaksaan negeri.
