Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of lack of optimization of the use of the Regional Government Information System (SIPD) application which can affect the quality of the regional government's financial reports, Gianyar Regency, Bali Province. Purpose: This research aims to determine the optimization of the application of SIPD in improving the quality of local government financial reports in increasing the use of SIPD so that it can improve the quality of local government financial reporting in Gianyar Regency. Method: This research uses the descriptive method of Miles and Huberman theory. Data collection techniques use three methods, namely observation, interviews and documentation. The data that has been collected is analyzed according to the Miles and Huberman analysis model, which includes data reduction techniques, data presentation, and drawing conclusions. Result: The findings obtained by the author in this research are that the implementation of the SIPD application is quite optimal but there are still several obstacles such as system errors which often occur which affect financial reporting. Conclusion: The process of optimizing the implementation of SIPD in Gianyar Regency has not been implemented optimally, this is based on dimensions, namely the quality of the system and services which involve application trouble problems that occur during the implementation of SIPD, apart from that the lack of human resources capable of managing the system also contributes to the use of SIPD services is less than optimal, it is recommended to optimize the use of the application by implementing routine and periodic technical guidance. Keywords: Information System, Report Quality, Regional Government Financial Reports ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan kurangnya optimalisasi penggunaan aplikasi Sistem Informasi Pemerintahan Daerah (SIPD) yang dapat mempengaruhi kualitas laporan keuangan pemerintah daerah Kabupaten Gianyar Provinsi Bali. Tujuan: Penelitian ini bertujuan untuk mengetahui optimalisasi penerapan SIPD dalam meningkatkan kualitas laporan keuangan pemerintah daerah dalam meningkatkan pemanfaatan SIPD sehingga dapat meningkatkan kualitas pelaporan keuangan pemerintah daerah di Kabupaten Gianyar Metode: Penelitian ini menggunakan metode deskriptif Teori Miles dan Huberman. Teknik pengumpulan data menggunakan tiga cara yaitu observasi, wawancara, dan dokumentasi. Data-data yang telah terkumpul dianalisis sesuai model analisis Miles dan Huberman, yang mencakup teknik reduksi data, penyajian data, dan pengambilan kesimpulan. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu penerapan aplikasi SIPD sudah cukup optimal namun masih ada beberapa kendala seperti sistem error yang masih kerap terjadi sehingga mempengaruhi pelaporan keuangan. Kesimpulan: Proses optimalisasi penerapan SIPD di Kabupaten Gianyar belum terlaksana dengan optimal, hal ini didasarkan pada dimensi yaitu kualitas sistem dan pelayanan yang menyangkut permasalahan trouble aplikasi yang terjadi pada pelaksanaan dari SIPD, selain itu kurangnya Sumber Daya Manusia yang mampu untuk mengelola sistem tersebut turut menjadikan penggunana pelayanan SIPD menjadi kurang optimal, disarankan untuk mengoptimalkan pemanfaatan aplikasi dengan pelaksanaan bimbingan teknis secara rutin dan berkala Kata Kunci: Sistem Informasi, Kualitas Laporan, Laporan Keuangan Pemerintah Daerah
