Abstract
ABSTRACT Problem Statement/Background (GAP): The increase in population in Yogyakarta not only has a positive impact but also a negative impact, one of which is population problems. The author focuses on increasing the synergy between the government and the community when facing the problem of peace and public order in the community so that the implementation of overcoming these problems can be carried out in a systematic, organized and intact manner to achieve common interests can be realized through two ways, namely; communication and coordination. Purpose: The purpose of this research is to find out the synergy between pamong praja police units and citizen guard groups in creating public peace and order, as well as inhibiting factors and efforts in improving synergy between pamong praja police units and citizen guard groups. Method: This study uses a type of qualitative research method with a descriptive and inductive approach which has the aim of knowing the synergy of the Pamong Praja Police Unit and the Citizen Guard Group in Bantul Regency as well as inhibiting factors of synergy and efforts to improve synergy between the Pamong Praja Police Unit and the Citizen Guard Group in the field of peace and public order in Bantul Regency. Result: The inhibiting factors in the synergy between Satpol-Pp of Bantul Regency and the Citizen's Guard Group are the low awareness of the members of the citizen's guard group, the development of the competence and capacity of the citizen's guard group is currently not optimal and has not even been carried out in the kelurahan in Bantul Regency. Efforts made to improve synergy between the Civil Service Police Unit and the Citizen Guard Group are Participation which is expected to strengthen the willingness, concern and willingness of the community to contribute to the success of a government program, appreciation and increased competence for citizen guard groups and civil service police units. Conclusion: : the form of synergy between the Pamong Praja Police Unit and the Citizen Watch Group has been well established in the implementation of peace and order but has not been effective. Suggestions for further researchers are to study more deeply to develop the focus of research. Keywords: Synergy, Citizen Guard Group, Civil Service Police Unit and Public Order and Peace ABSTRAK Permasalahan (GAP):. Peningkatan jumlah penduduk di Yogyakarta bukan hanya membawa dampak positif tetapi membawa dampak negative salah satunya yaitu permasalahan kependudukan ,penulis fokus pada peningkatan sinergitas antara Satpol-PP dan kelompok jaga warga saat menghadapi persoalan ketentraman dan ketertiban umum dimasyarakat dapat dilakukan dengan cara sistematis, terorganisir dan utuh untuk mencapai kepentingan bersama dapat diwujudkan melalui dua cara, yaitu; komunikasi dan koordinasi.Tujuan: tujuan dari penelitian ini adalah untuk mengetahui sinergitas antara satuan polisi pamong praja dan kelompok jaga wargadalam menciptakan ketentraman dan ketertiban umum, serta faktor penghambat dan upaya dalam meningkatkan sinergitas antara satuan polisi pamong praja dan kelompok jaga warga dibidang ketentraman dan ketertiban umum. Metode: Dalam penelitian ini menggunakan jenis metode penelitian kualitatif dengan deskriptif dan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian yaitu wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil dari penelitian ini menunjukan bahwa bentuk sinergitas antara Satpol-pp Kabupaten Bantul dan Kelompok Jaga Warga sudah maksimal. Faktor penghambat dalam sinergitas antara Satpol-Pp dan Kelompok Jaga Warga yaitu kesadaran yang masih rendah dari anggota kelompok jaga warga, Pengembangan kompetensi dan kapasitas kelompok jaga warga saat ini belum optimal bahkan belum ada yang dilakukan di kelurahan di Kabupaten Bantul. Upaya yang dilakukan untuk meningkatkan sinergitas antara Satuan Polisi Pamong Praja dan Kelompok Jaga Warga yaitu Partisipasi yang diharapkan mampu memperkuat kemauan, kepedulian serta kesediaan masyarakat untuk memberikan kontribusi untuk keberhasilan suatu program pemerintah, penghargaan dan peningkatan kompetensi bagi kelompok jaga warga dan satuan polisi pamong praja. Kesimpulan dan saran: bentuk sinergitas Satuan Polisi Pamong Praja dan Kelompok Jaga Warga sudah terbentuk dengan baik dalam penyelenggaraan ketentraman dan ketertiban namun belum efektif. Saran untuk peneliti selanjutnya yaitu mengkaji lebih dalam untuk mengembangkan focus penelitian Kata kunci: Sinergitas, Kelompok Jaga Warga, Satuan Polisi Pamong Praja serta Ketentraman dan
