Abstract

ABSTRACT Problem Statement/Background (GAP): The background of this research is the lack of coordination and communication between agencies or organizations in the Yahukimo Regency area and the lack of understanding of the competence of human resources regarding their duties and functions, which causes delays in preparing financial reports. This had an effect on the refocusing of the Yahukimo District APBD in supporting the establishment of the New Autonomous Region (Papua Mountains Province) which was carried out by the Regional Financial and Asset Management Agency and the Yahukimo District Regional Planning and Development Agency. Purpose: The purpose of this study is to get an overview of the refocusing implementation process, what obstacles are encountered in the refocusing implementation and what efforts are being made so that the refocusing implementation process can run well. Method: This study uses a qualitative research method with a phenomenological approach. The theory used is Forrester & Mulins (1922) which is divided into three types of categories in the implementation of refocusing, namely managerial needs, environmental pressures and political concerns. As for data collection techniques using interview techniques, observation, and documentation. Results: The results of the study show that the implementation of APBD refocusing has been running effectively and this is fully supported by the regional government of Yahukimo Regency, Papua Mountains Province, so that the Yahukimo Regency government only needs to see how the process of managing the APBD that has been granted is. Coclusion: Obstacles encountered in the implementation of APBD refocusing are coordination and communication between agencies and Regional Apparatus Organizations (OPD) that are not going well where organizations related to the implementation of refocusing are late in submitting financial reports which become an obstacle in the process of managing funds or budgets to be allocated to support. In this study the researchers also provided suggestions, namely: it is necessary to have training activities for ASN/PNS of the Yahukimo Regency government so that they can increase competence in the field of financial management such as through employee training and also to increase the discipline of each employee so as not to hinder the process of activities or work. Keywords: Implementation; Regional Finance; Internal Control System ABSTRAK Permasalahan/Latar Belakan (GAP): Penelitian ini dilatarbelakangi oleh kurangnya koordinasi dan komunikasi antar instansi atau organisasi yang ada di daerah Kabupaten Yahukimo dan kompetensi sumber daya manusia kurang memahami mengenai tugas dan fungsinya sehingga menyebabkan keterlambatan dalam membuat laporan keuangan. Hal ini berpengaruh pada Refocusing APBD Kabupaten Yahukimo dalam mendukung pembentukan Daerah Otonomi Baru (Provinsi Papua Pegunungan) yang dilakukan oleh Badan Pengelolaan Keuangan dan Aset Daerah dan Badan Perencanaan dan Pembangunan Daerah Kabupaten Yahukimo. Tujuan: Tujuan penelitian ini untuk mendapat gambaran proses pelaksanaan refocusing, hambatan- hambatan apa yang dihadapi dalam pelaksanaan refocusing dan upaya- upaya apa saja dilakukan agar proses pelaksanaan refocusing bisa terlaksana dengan baik. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi. Teori yang digunakan yaitu Forrester & Mulins (1922) yang terbagi atas tiga jenis kategori dalam pelaksanaan refocusing yaitu managerial necessity, environmental prassure dan political concers. Adapun teknik pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pelaksanaan refocusing APBD sudah berjalan dengan efektif dan hal ini didukung penuh oleh pemerintah daerah Kabupaten Yahukimo Provinsi Papua Pegunungan sehingga pemerintah Kabupaten Yahukimo tinggal melihat bagaimana proses pengelolaan APBD yang sudah dihibahkan. Kesimpulan: Hambatan yang dihadapi dalam pelaksanaan refocusing APBD adalah kordinasi dan komunikasi antar pihak instansi dan Organisasi Peragkat Daerah (OPD) kurang berjalan dengan baik dimana organisasi yang terkait dengan pelaksanaan refocusing terlambat dalam menyampaikan laporan keuangan yang menjadi penghambat dalam proses pengelolaan dana atau anggaran yang akan di alokasikan untuk mendukung. Dalam penelitian ini peneliti ikut memberikan saran yaitu: perlu adanya kegiatan pelatihan bagi ASN/PNS pemerintah Kabupaten Yahukimo agar dapat meningkatkan kompetensi dalam bidang pengelolaan keuangan seperti melalui diklat pegawai dan juga agar meningkatkan kedisiplinan masing- masing pegawai agar tidak menghambat dalam proses kegiatan ataupun pekerjaan.
