Abstract

Penelitian ini mengangkat judul, Implementasi Kebijakan Pemajuan Kebudayaan Melayu Berdasarkan Peraturan Daerah Nomor 1 Tahun 2018 i Kota Batam Provinsi Kepulauan Riau tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Kebijakan Pemajuan Kebudayaan Melayu melalui Peraturan Daerah Nomor 1 Tahun 2018 di Kota Batam serta faktor penghambat dan pendukung dalam implementasi kebijakan tersebut. Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif. Adapun teknik pengumpulan data yang dilakukan adalah wawancara, observasi dan dokumentasi. Teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Fokus dalam penelitian ini menggunakan teori Hamdi yaitu Produtktfitas, Linearitas dan Efisiensi. Berdasarkan hasil penelitian menunjukkan bahwa implementasi kebijakan pemajuan kebudayaan Melayu berdasarkan Peraturan Daerah Nomor 1 Tahun 2018 sudah berjalan cukup baik, hal ini terlihat dari berjalannya kegiatan penerapan pemajuan kebudayaan Melayu di Kota Batam serta telah terpenuhinya indikator-indikator dalam implementasi kebijakan. Faktor pendukungnya yaitu adanya dukungan dari pemerintah daerah beserta anggaran dan fasilitas yang dipenuhi. Sedangkan faktor penghambatnya adalah masih kurangnya inisiatif dan partisipasi masyarakat dalam ikut serta dalam pelaksanaan pemajuan kebudayaan Melayu di Kota Batam. Kata Kunci : Implementasi, Kebudayaan, Melayu This study raises the title, Implementation Of Policies For Advancement Of Malay Culture Based On Regional Regulation Number 1 Of 2018 In Batam City Riau Kepulauan Province The purpose of this study is to find out how the implementation of policies for the advancement of Malay culture through Regional Regulation Number 1 of 2018 in Batam City and the inhibiting factors and supporters in the implementation of the policy. The research method used is descriptive qualitative research method with an inductive approach. The data collection techniques used are interviews, observation and documentation. Data analysis techniques namely data reduction, data presentation and drawing conclusions. The focus in this study uses Hamdi's theory, namely productivity, linearity and efficiency. Based on the results of the research, it shows that the implementation of the policy for the promotion of Malay culture based on Regional Regulation No. 1 of 2018 has been going quite well, this can be seen from the progress of the implementation of the promotion of Malay culture in Batam City and the fulfillment of indicators in policy implementation. The supporting factors are the support from the local government along with the budget and facilities that are fulfilled. While the inhibiting factor is the lack of initiative and community participation in participating in the implementation of the promotion of Malay culture in Batam City.
