Abstract

Penelitian ini dilatarbelakangi oleh adanya perbedaan persepsi antara pemerintah pusat dan pemerintah daerah terhadap pengelolaan Dana Insentif Daerah, penelitian bertujuan untuk mengetahui bagaimana efektivitas Dana Insentif Daerah dalam meningkatkan Belanja Daerah di Kota Madiun, faktor penghambat dan pendukung, serta upaya apa saja yang dilakukan dalam menghadapai permasalahan. Adapun penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa dokumentasi dan wawancara langsung dengan pihak-pihak terkait. Serta dalam penelitian ini digunakan teori dari Lubis dan Husaini untuk membuat operasional konsep. Hasil analisis menunjukkan bahwa efektivitas Dana Insentif Daerah dipengaruhi oleh faktor-faktor seperti kesesuaian antara prioritas pembangunan daerah dengan arah kebijakan nasional, kapasitas kelembagaan daerah dalam mengelola dan mengalokasikan dana, serta transparansi dan akuntabilitas penggunaan dana. Dalam kasus-kasus yang diteliti, Dana Insentif Daerah telah efektif dalam meningkatkan belanja daerah di Kota Madiun. terutama pada sektor-sektor prioritas yang telah ditetapkan oleh pemerintah pusat. Namun, terdapat juga kendala dalam pengelolaan dana ini seperti kecenderungan untuk mengalokasikan dana pada proyek-proyek yang tidak sepenuhnya sesuai dengan prioritas pembangunan daerah dikarenakan perbedaan persepsi antara pemerintah pusat dan pemerintah daerah. Hasil penelitian ini diharapkan dapat memberikan masukan bagi pemerintah pusat dan daerah dalam meningkatkan efektivitas Dana Insentif Daerah. This research is motivated by the differences in perceptions between the central government and local governments regarding the management of Regional Incentive Funds. The study aims to determine the effectiveness of the Regional Incentive Funds in enhancing local expenditures in the city of Madiun, as well as the inhibiting and supporting factors, and the efforts made to address the issues. This research adopts a qualitative approach with data collection techniques including documentation and direct interviews with relevant parties. The operational concept is based on the theory proposed by Lubis and Husaini. The results of the analysis indicate that the effectiveness of the Regional Incentive Funds is influenced by factors such as the alignment between regional development priorities and national policy directions, the institutional capacity of local governments to manage and allocate funds, and the transparency and accountability in fund utilization. In the cases examined, the Regional Incentive Funds have been effective in increasing local expenditures in the city of Madiun, especially in priority sectors determined by the central government. However, there are also challenges in managing these funds, such as the tendency to allocate funds to projects that are not fully aligned with regional development priorities due to differences in perception between the central government and local governments. The findings of this study are expected to provide input for both the central and local governments in enhancing the effectiveness of the Regional Incentive Funds.
