Abstract

ABSTRAK Penelitian ini berjudul “IMPLEMENTASI KEBIJAKAN PENGEMBANGAN PARIWISATA HALAL DI KABUPATEN LOMBOK TENGAH”. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Kebijakan Pengembangan Pariwisata Halal tersebut, serta untuk mengetahui faktor pendukung serta penghambat dalam pengembangan pariwisata halal dan upaya dalam mengatasi faktor penghambat Implementasi Kebijakan Pengembangan Pariwisata Halal di Kabupaten Lombok Tengah. Teori yang digunakan adalah Implementasi Kebijakan dari Merilee S. Grindle yang memiliki dua dimensi yaitu isi kebijakan dan tempat di implementasikan kebijakan tersebut. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pendekatan induktif. Metode ini menggambarkan aspek – aspek yang beerkaitan dengan fokus yang diamati dan dikaji. Metode pengumpulan data yang digunakan ialah wawancara, observasi, dokumentasi atau tringulasi. Hasil penelitian menunjukkan bahwa pengimplementasi kebijakan pengembangan pariwisata halal di Kabupaten Lombok Tengah ini sudah terlaksana namun dari indikator kepentingan yang dipengaruhi kebijakan belum maksimal, hal ini ditunjukan dengan kebijakan yang belum ada yang mendasari terhadap pengembangan pariwisata halal di Kabupaten Lombok Tengah. Pada bagian akhir skripsi ini penulis menyarankan kepada pemerintah daerah Kabupaten Lombok Tengah khususnya Dinas Pariwisata Kabupaten Lombok Tengah untuk memberikan penyuluhan atau sosialisasi yang intensif kepada masyarakat dan pemilik jasa usaha, memaksimalkan sumber daya yang ada serta memercepat dalam pembuatan atau penyusunan peraturan daerah di Kabupaten Lombok Tengah tentang parwisata halal. Kata Kunci : Implementasi, Pengembangan, Pariwisata Halal ABSTRACT This research entitled "implementation of HALAL tourism development policy in Central LOMBOK regency". The purpose of this study was to determine how the application of supporting factors in the development of Halal tourism, as well as to determine the supporting factors in the development of halal tourism and efforts to identify supporting factors in the implementation of Halal Tourism Development Policies in Central Lombok regency. The theory used is the policy implementation of Merilee S. Grindle which has two dimensions, namely the content of the policy and the place where the policy is implemented. The method used in this study is descriptive qualitative inductive approach. This method describes the aspects that are related to the observed and studied focus. Data collection methods used are interview, observation, documentation or tringulation. The results showed that the implementation of the halal Tourism Development Policy in Central Lombok regency has been carried out but from the interest indicators influenced by the policy has not been maximized, this is shown by the policy that does not exist underlying the development of halal tourism in Central Lombok regency. At the end of this thesis, the authors suggest to the regional government of Central Lombok regency, especially the Tourism Office of Central Lombok regency to provide intensive counseling or socialization to the community and business service owners, maximize existing resources and accelerate the creation or preparation of local regulations in Central Lombok regency on halal tourism.
