Abstract

ABSTRACT Problem Statement /Background (GAP): Floods in Medan City, North Sumatra Province, still often occur every year caused by high-intensity rain which causes several waterways in certain areas to overflow and eventually inundate the Medan City area of North Sumatra Province. Purpose: this study was conducted to find out how the synergy between the community and the Medan City Regional Disaster Management Agency in handling the aftermath of the flood disaster and find out what obstacles and efforts are made by the community and the Medan City Regional Disaster Management Agency in overcoming it. Method: The research method used in this study is a descriptive qualitative research method with interview, observation and documentation techniques. Result: The synergy between the community and the Regional Disaster Management Agency in handling the aftermath of the flood disaster in Medan City, North Sumatra Province, is generally quite good. In this case, based on the results of the research, BPBD Medan City and the community always respond and are active and have established good communication and coordination. Conclusion: The results of this study conclude that the synergy of the community and the Regional Disaster Management Agency in post-Flood Management in Medan City, North Sumatra Province, is generally quite good. In this case, based on the results of research, both parties have fulfilled what is meant by synergy, but there are several indicators that have not been said to be good enough because the handling of rehabilitation and reconstruction is less than optimal because it is caused by the area and population density of Medan City and there are still people who are not aware so as to hinder post-flood handling in Medan City, North Sumatra Province Keywords: Synergy, Community, BPBD, post-flood management ABSTRAK Permasalahan/Latar Belakang(GAP): Bencana banjir di Kota Medan Provinsi Sumatera Utara masih sering terjadi di setiap tahunnya di sebabkan oleh hujan dengan intensitas yang tinggi yang mengakibatkan beberapa saluran air di daerah tertentu meluap dan akhirnya menggenangi wilayah Kota Medan Provinsi Sumatera Utara. Tujuan: penelitian ini di lakukan untuk mengetahui bagaimana sinergitas antara masyarakat dan Badan Penanggulangan Bencana Daerah Kota Medan dalam penanganan pasca bencana banjir serta mengetahui apa saja hambatan dan upaya yang di lakukan masyarakat dan Badan Penanggulangan Bencana Daerah Kota Medan dalam penanggulangannya. Metode: Metode penelitian yang di gunakan dalam penelitian ini ialah metode penelitian kualitatif deskriptif dengan teknik wawancara, observasi dan dokumentasi. Temuan: Sinergitas masyarakat dan Badan Penanggulangan Bencana Daerah dalam penanganan pasca bencana banjir di Kota Medan Provinsi Sumatera Utara secara umum cukup baik. Dalam hal ini berdasarkan hasilpenelitian, BPBD Kota Medan dan masyarakat selalu merespon dan aktif serta telah menjalin komunikasi dan koordinasi yang cukup baik. Kesimpulan: Hasil dari penelitian ini menyimpulkan bahwa sinergitas masyarakat dan Badan Penanggulangan Bencana Daerah dalam penanggulangan pasca Bencana Banjir di Kota Medan Provinsi Sumatera Utara secara umum sudah cukup baik. Dalam hal ini berdasarkan hasil penelitian kedua belah pihak telah memenuhi apa yang dimaksud bersinergitas, namun ada beberapa indikator yang belum dikatakan cukup baik karena dalam penanganan pada rehabilitasi dan rekonstruksi kurang maksimal karena disebabkan oleh luas wilayah dan kepadatan penduduk Kota Medan serta masih adanya oknum masyarakat yang kurang sadar sehingga menghambat penanganan pasca bencana banjir di Kota Medan Provinsi Sumatera Utara Kata kunci: Sinergitas,Masyarakat, BPBD, penanganan pasca bencana banjir
