Abstract

Problem Statement/Background (GAP): Civil Servants are the most important component of the human resource instrument in a strategic role and can carry out government tasks in order to achieve the national goals of the State of Indonesia. Law of the Republic of Indonesia Number 5 of 2014 concerning State Civil Apparatus is the legal basis for administering government and is expected to bring about changes in its implementation. The implementation of employee development at the Palembang City Manpower Office has not been carried out properly due to various reasons, one of which is because the budget has not been optimal. Purpose: This researchs aim to identify and analyze how the development in Labor Offices in Palembang city to increase their civil servant’s competence, knowing the obstacle factors and the efforts to resolve the obstacles. Method: The researchs used a qualitative research with descriptive methods and an inductive approach. The data sources were by primary and secondary data sources. The technique of collecting data were conducted by interviews, observation and documentation. Data analysis techniques were obtained through data reduction, data display and conclusion drawing. Result: The results of this researchs showed that the development of employees competences in Labor Office in Palembang city has been running well, but in their implementation researcher found some obstacles such as the low interest of employees to expand their competencies by join the development activities such as education, training and mutation because the age factors and the others problems from an external such as political factors in competency development. Conclusion: In addition, there are some efforts by Labor Offices in Palembang city to resolved these obstacles were to increase the employees motivation and provide the training opportunities for all of employees.
